NEW DELHI : India may sign a memorandum of understanding (MoU) with its key diplomatic partner Indonesia to sell up to 1 million tonnes (mt) of white rice annually, two government officials said. India’s 20 July ban on non-basmati white rice exports comes even as Indonesia plans to safeguard food security against disruptions caused by the El Nino weather pattern and difficulties with supplies from Vietnam, the current major supplier. Although Indonesia is self-sufficient in rice production, it procures rice through MoUs when there is uncertainty in meeting its domestic demand.

The Indian Navy, currently boasting 132 warships, 143 aircraft, and 130 helicopters, has received preliminary approval, known as 'acceptance of necessity' (AoN), for the construction of eight next-generation corvettes, nine submarines, five survey vessels, and two multi-purpose vessels within India in the forthcoming years. Despite grappling with the slow-paced construction in domestic shipyards, the phased decommissioning of aging vessels, and fiscal constraints, the Navy anticipates achieving a force level of approximately 155-160 warships by 2030. However, the figures remain dynamic.

Berkeley Earth, which focuses on environmental data science and analysis, said last month was the warmest August since records began to be kept in 1850, with «particularly warm conditions» prevailing in parts of India, Japan, North Atlantic, Eastern Equatorial Pacific, Northern South America, Central America, parts of Africa and the Middle East. The National Oceanic and Atmospheric Administration (NOAA), a US government agency, said on Thursday that 2023 witnessed Earth's hottest August in its 174-year climate record. The sizzling month also marked the northern hemisphere's warmest meteorological summer and the southern hemisphere's warmest meteorological winter on record, the NOAA's National Centres for Environmental Information said. Berkeley Earth said August 2023 exceeded the previous record set in August 2016 by 0.31 degrees Celsius, «a surprisingly large margin, well outside the margin of uncertainty». Its researchers said: «We estimate that 13 per cent of the Earth's surface experienced its locally warmest August average, and 87 per cent of the Earth's surface was significantly warmer when compared to its local average during the period from 1951 to 1980.» In total, they estimated that 65 countries (mostly in the tropics) witnessed their warmest August on record. These countries include Bahrain, Barbados, Brazil, Cambodia, Cameroon, Chad, China, Colombia, Cuba, Iran, Iraq, Japan, Kenya, Mexico, Morocco, Niger, Panama, Peru, the Philippines, Qatar, Russia, Rwanda, Saudi Arabia, Sri Lanka, Sudan, Suriname, Turkiye, Venezuela and Yemen. Some of these countries broke their August records by extraordinary margins.

Singapore after a 17-year-old Indian student died in June during one such trip to Cambodia. Kaira Karmakar, a student of United World College of South East Asia (UWCSEA) on Dover Road, died in a road accident on June 1 while she was on an unchaperoned school trip to Cambodia's capital Phnom Penh, The Straits Times reported. She was with a group of classmates, and there were no teachers or adult representatives accompanying them. The school declined to say how many students were part of the group, the news report said. In an email sent to Kaira's parents on June 1, UWCSEA informed that their daughter had died while in Cambodia for the school's project week. As per the school guidelines, students have the option of going on an overseas field trip for project week as part of the Grade 11 curriculum, and that it is «designed to support readiness for independent life» after graduation. The process is supervised by a teacher who does not go on the trip. UWCSEA head of college Nick Alchin said in an email on June 7 that the school is planning to have an external investigation done into the accident in addition to reviewing the project week guidelines. Alchin said the final report will be submitted to the audit and risk committee of the school's board of governors, which is responsible for reviewing school processes. However, one parent told The Times that it has been nearly three months and there has been no update on the incident since the June 7 e-mail from Alchin. «The school has not informed the parents of the outcome of the investigation and obviously expects that this has been forgotten throughout the summer holidays.
