No Grap-IV implementation on ground: SC
Supreme Court on Thursday criticised authorities for poor implementation of stage IV of the Graded Response Action Plan (Grap) to check air pollution in Delhi-NCR and said the restrictions shall remain in force till the next hearing on Monday, December 2. «We make it clear that all Grap-IV measures except for schools shall be continued till Monday,» a division bench comprising Justices Abhay S Oka and Augustine George Masih ordered. The bench said it intends to find a long-term solution to the crisis.

Atishi on Thursday said the Health Department has been directed to devise a mechanism to incorporate the benefits of the Ayushman Bharat scheme without withdrawing the benefits of the Delhi government's free healthcare facilities for the people. In a press conference, she said the Delhi government has been in principle ready to implement the Centre's Ayushman Bharat health insurance scheme. But there are some contradictions and problems in implementation, the CM said. The Delhi high court on Wednesday sought the stand of the AAP government on a plea by seven BJP MPs from the national capital, seeking implementation of the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY). Atishi said the problems in the implementation of AB-PMJAY arise because the Delhi government is already providing comprehensive free medical facilities in its hospitals.

Govt says 136 Vande Bharat train services operational across railways network
Vande Bharat train services were operational with enhanced safety features and modern passenger amenities as on November 21, the government has informed the Lok Sabha. In a written reply on Wednesday, Railways Minister Ashwini Vaishnaw said these safety features and modern passenger amenities were automatic train protection system KAVACH, faster acceleration, fully-sealed gangway, automatic plug doors, better ride comfort, mini pantry with provision of hot case, bottle cooler, deep freezer and hot water boiler, among many others. The minister was responding to questions raised by nine MPs from various political parties who wanted to know the rationale behind launching the Vande Bharat Express, their occupancy, amenities, passenger feedback and services in Maharashtra as well as on the New Delhi-Kathgodam route. Vaishnaw said, «Presently, 22 Vande Bharat services, on originating or terminating basis, are catering to the needs of stations located in the state of Maharashtra.»

Air pollution: GRAP IV measures except relating to schools will continue to operate till December 2, says SC
Supreme Court on Thursday ruled that all measures under the Graded Response Action Plan (GRAP-IV), except those affecting schools, will remain in force until 2 December. The court emphasised the urgency of taking action against officials responsible for «serious lapses» in implementing these anti-pollution measures. The Commission for Air Quality Management (CAQM) informed the court that show-cause notices had been issued to the Delhi Police Commissioner, the Municipal Corporation of Delhi (MCD) Commissioner, and the Delhi Transport Department for failing to comply with orders aimed at curbing air pollution in the capital. The court criticised the authorities, citing a report that revealed an «abject failure» to enforce GRAP-IV restrictions effectively.

Referring to an order issued by the Municipal Corporation of Delhi on Wednesday, the sources said that the 72-year-old man from west Delhi was admitted to the All India Institute of Medical Sciences on November 3 following chest pain. The patient is diabetic (20 years, uncontrolled), has coronary artery disease with CHF, bilateral lower limb weakness and bowel and bladder incontinence, the source said.

ED team attacked in Delhi during raids in cyber crime case
Enforcement Directorate team undertaking searches in a cyber fraud linked money laundering case was allegedly attacked here on Thursday, officials said. The agency has registered a police FIR about the incident that took place at a farmhouse that was raided by ED officials in the Bijwasan area of the national capital that falls under the Kapashera police station in southwest Delhi. An Enforcement Officer (EO) suffered minor injuries during the attack. He is continuing with the searches after he was given first aid, officials said. The probe pertains to a case against the PYYPL app.

'Sanction not taken': P Chidambaram moves Delhi HC against INX media chargesheet cognisance
P Chidambaram on Wednesday moved the Delhi High Court challenging the cognisance of money laundering charges against him by a trial court in the INX Media case and argued the mandatory sanction to prosecute him wasn't obtained. Senior counsel N Hariharan appearing for the Congress leader argued that in 2021, when the trial court took cognisance of the offences under the Prevention of Money Laundering Act (PMLA) following the filing of a chargesheet, requisite sanction was not been obtained by the ED for prosecuting him in the case. It was argued that since Chidambaram was a public servant at the time when the alleged offence took place, the agency was bound to have obtained sanction in terms of the provisions of the CrPC and the PMLA. The ED counsel said in the money laundering case, the allegations against the accused could not be part of discharge of any official duty.

Land-for-jobs case against Lalu Prasad: Obtained sanctions to prosecute 30 accused, CBI tells court
CBI on Tuesday filed before a Delhi court requisite sanctions obtained from authorities concerned to prosecute 30 accused persons in a case related to the alleged land-for-jobs scam involving former railway minister Lalu Prasad. The CBI, which had on September 20 informed Special Judge Vishal Gogne that it had obtained sanctions to prosecute Prasad in the case, submitted before the court that sanctions regarding the prosecution of one public servant was still awaited. The central probe agency made the submissions while seeking more time to obtain the remaining document. The judge took the documents on record and directed the CBI to submit the sanction by December 23, when the court would hear the matter.

«Clause 11 of GRAP Stage-III, Clause 5 of GRAP Stage-IV and Clause 8 of GRAP Stage-IV (to the extent it relates to colleges, educational institutions) are relaxed to the extent that State Govts in the NCR and GNCTD shall ensure that all classes upto 12th Standard in schools and those in colleges/educational institutions are conducted in a 'hybrid' mode, i.e, both in 'physical' and also in an 'online' mode, wherever online mode is feasible, in the territorial jurisdiction of the NCT of Delhi and in the districts of Gurugram, Faridabad, Ghaziabad and Gautam Buddh Nagar in the NCR. The option to exercise online mode of education, wherever available, shall vest with the students and their guardians,» a notification issued by the Directorate of Education (DoE), Government of Delhi, said. The Supreme Court Monday asked the Commission for Air Quality Management (CAQM) in the Delhi region and adjoining areas to consider restarting physical classes in schools and colleges stating that many students lacked mid-day meals and infrastructure to attend online classes.
