PM warns of new colonialism
NEW DELHI : A new model of colonialism may arise if countries with large reserves of critical and rare earth minerals do not consider these resources as a global responsibility, Prime minister Narendra Modi on Sunday said, sounding what he called a “serious warning". Addressing the B20 Summit of business representatives from G20 countries, Modi said while critical and rare earth minerals are the need of the entire world, they are unevenly distributed globally—some countries have large quantities of these minerals while others do not have them at all.

Skilling of care workers on cards; govt to train healthcare staff under Heal by India initiative
Heal by India initiative. The plan is to create a pool of nurses and care workers and help India to become the Care Capital of the world, a senior government official told ET. «While the master project is 'Heal in India', 'Heal by India' is the initiative of the ministry of health and family welfare, the ministry of skills development will provide skills training and other necessary requirements for movement of Indian healthcare workers to different parts of the world,» the official said. The National Skills Development Council of India has entered into an agreement with the Indian Nursing Council as well as the health sector skills councils for deploying skilled healthcare professionals and care workers outside India. Besides, the ministry is in talks with its counterparts in Israel, Portugal, Finland and Germany to assess demand for caregivers and will soon come up with customised training modules to meet country-specific requirements. The plan is to tap into the human resource pool of Indian Nursing Council, state governments and private healthcare institutions and provide them with training of international standards to facilitate overseas placement. The ministry is in the process of aggregating demand from destination countries after which it will provide domain related skills training, foreign language proficiency training and other capacity building activities to make them employable overseas.

New ecosystems to emerge from melting glaciers by end of century, study reveals
Melting glaciers could create new ecosystems covering an area between the size of Nepal and Finland by the year 2100, researchers said. Glacial area outside the Antarctic and Greenland ice sheets could be halved because of human-caused climate change under a high-emissions scenario, they said in a study published in the journal Nature. This glacial melting could cause a rapid ecological shift as novel ecosystems develop to fill emerging new habitat, they wrote. However, analyses of this change at a global scale are lacking, they said. Jean-Baptiste Bosson, from the Conservatory of Natural Areas of Haute-Savoie, France, and colleagues used a global glacier evolution model to examine the predicted twenty-first century trajectory of 650,000 square kilometres (sqkm) of glaciers found outside the Antarctic and Greenland ice sheets. Deglaciation, or glacial retreat, will continue to occur at a similar rate regardless of the climate scenario until 2040, the modelling predicted using glacier outlines, digital elevation models of subglacial terrain and climatic data.
