North Korea has sent about 10,000 troops to Russia to train and likely fight against Ukraine within «the next several weeks,» the Pentagon said Monday, in a move that Western leaders say will intensify the almost three-year war and jolt relations in the Indo-Pacific region. Some of the North Korean soldiers have already moved closer to Ukraine, Pentagon spokeswoman Sabrina Singh said, and were believed to be heading for the Kursk border region, where Russia has been struggling to push back a Ukrainian incursion. Earlier Monday, NATO Secretary-General Mark Rutte NATO confirmed recent Ukrainian intelligence reports that some North Korean military units were already in the Kursk region.

startup ecosystem, the strength of its digital economy and the proliferation of the world’s largest global capability centres (GCCs) in the country will position India as one of the top three artificial intelligence (AI) economies globally, said Shanker Trivedi, senior vice president of enterprise business at Nvidia, the world’s largest chip maker, in conversation with Himanshi Lohchab & Surabhi Agarwal. “India has unique characteristics. Some other regions are still a fragmented market. But India has always been one market with one currency, even while multiple cultures exist,” he told ET in an exclusive interview. “Even the market in Nagaland is bigger, I can assure you, than some other nations. And I bet you, there’s somebody in Kohima right now planning a startup using this amazing infrastructure and platform,” said Trivedi, who has helmed Nvidia’s enterprise business for 15 years and is now a key member of chief executive Jensen Huang’s core team.

Russia has made aproposal to allow Indian airlines to operate local flights within its territory, as its own carriers are unable to meet demand because of Western sanctions cutting off their access to US and European aircraft manufacturers and component supplies. Russia approached India as well as China and a few Central Asian nations a month back, with a ‘cabotage’ proposal to allow their airlines to operate flights on its domestic routes, people aware of the development said. The matter was again raised during Prime Minister Narendra Modi’s visit to Russia last week for the BRICS summit, they said. However, Indian airlines have expressed reservations over the proposal and told the government that it would not be viable for them to operate within Russia, the people said.

MDB reforms short of expectation, say Summers & Singh
Multilateral development banks (MDBs) have embarked on reforms but the pace and ambition fall «well short» of what was recommended and what is required, said Lawrence Summers and NK Singh, who were co-conveners of the G20 Independent Expert Group on MDB Reforms under India's presidency last year. «In our view, the shortsighted approach of waiting until a crisis hits before acting forcefully on MDB reform will turn out to be a costly misjudgment. Time is not on our side,» they said in a latest report card on MDB reforms. Summers, president emeritus at Harvard University, and Singh, a former senior bureaucrat, had recommended a vision for better, bolder, bigger MDBs as a central tool to respond to the issues facing emerging markets and developing economies. The Brazilian G20 presidency this year has followed up by developing a road map of MDB reforms.

Centre plans to conduct census next year, no decision on caste yet
The census starting from next year would update the National Population Register, also changing future census cycles completely, official sources said. The Registrar General of India is holding consultations with all the stakeholders and state governments, officials said, adding that around 30 questions have been prepared for citizens. The questions include the number of persons residing in households, whether the head of a household is a woman, whether they have a telephone, internet connection, mobile or smartphone, bicycle, scooter or motorcycle, and whether they own a car, jeep or a van, among others.
