Russia has made aproposal to allow Indian airlines to operate local flights within its territory, as its own carriers are unable to meet demand because of Western sanctions cutting off their access to US and European aircraft manufacturers and component supplies.
Russia approached India as well as China and a few Central Asian nations a month back, with a ‘cabotage’ proposal to allow their airlines to operate flights on its domestic routes, people aware of the development said. The matter was again raised during Prime Minister Narendra Modi’s visit to Russia last week for the BRICS summit, they said.
However, Indian airlines have expressed reservations over the proposal and told the government that it would not be viable for them to operate within Russia, the people said.
Companies that leased aircraft to them and insurers would not be amenable to such arrangements due to the Western sanctions on Russia over the Ukraine war, and they are also facing a shortage of airliners to operate locally, the carriers have told the government.
Cabotage is the right for an airline to carry domestic passengers within the territory of a foreign country. Only Australia and New Zealand currently allow cabotage facilities to each other.
