Russia moves to ratify N. Korea defence treaty, Seoul issues warning
Russia moved to ratify a key defence pact with North Korea on Thursday, while South Korea warned it would not «sit idle» if Pyongyang deployed thousands of troops to help Moscow fight Ukraine. Seoul's spy agency says thousands of North Korean soldiers are currently training in Russia and are likely to deploy to the front lines in Ukraine soon, with thousands more to be sent by December. Lawmakers in Russia's lower house of parliament voted unanimously on Thursday to ratify a treaty with North Korea that provides for «mutual assistance» if either party faces aggression.

US Defence Secretary Austin confirms North Korea sent troops to Russia
US Defence Secretary Lloyd Austin said there is evidence that North Korea has sent troops to Russia on Monday, and South Korea's spy chief told lawmakers that 3,000 North Korean troops are in the country receiving training on drones and other equipment before being deployed to battlefields in Ukraine. Austin told reporters Wednesday «What exactly they are doing? Left to be seen. These are things that we need to sort out,» according to a video posted by the Washington Post. If the troops join the war in Ukraine on Russia's side, it will be «a very, very serious issue,» Austin said, adding it would have an impact in Europe and in the Indo-Pacific region. South Korean intelligence first publicized reports that the Russian navy had taken 1,500 North Korean special warfare troops to Russia last week, while Ukrainian President Volodymyr Zelenskyy had earlier said his government had intelligence that 10,000 North Korea soldiers were being prepared to join the invading Russian forces.

North Korea's Kim Jong Un visits missile bases, cites US nuclear threat
Kim Jong Un has visited missile bases to examine their readiness to undertake actions of «strategic deterrence», while calling U.S. nuclear capabilities a growing threat to the country, state media reported on Wednesday. The U.S. strategic nuclear arsenal poses an «ever-increasing threat» to North Korea's security environment, which demands that Pyongyang maintain a strict counteraction posture of its nuclear forces, he was quoted as saying by KCNA. North Korea has been stepping up its development of ballistic missiles and a nuclear arsenal, drawing international sanctions, and forming close military relations with Russia.

Indian nationals in the Russian Army during his bilateral meeting on Tuesday with Russian President Vladimir Putin on the sidelines of the 16th BRICS Summit in Kazan. Prime Minister reiterated that dialogue and diplomacy was the way forward to achieve resolution of the conflict. He briefed President Putin about his engagements with the Ukrainian leadership and noted that India stood ready to contribute in bringing peace to the region. «An important issue that came up was the issue of early discharge of the remaining Indian nationals in the Russian army. This figured from both sides in the discussion and with the support of the Russian side, a number of Indian nationals have, in recent months, been able to return to India. We understand that currently the embassy is pursuing around 20 cases with the Russian side and we very much hope that all of these individuals can be released at an early date and be repatriated to India very soon,» he said.

Ukraine's population has declined by 10 million since Russian invasion: UN
refugees leaving, collapsing fertility and war deaths, the United Nations said on Tuesday. Speaking at a Geneva news conference, Florence Bauer, Eastern Europe head at the U.N. Population Fund, said the invasion in February 2022 had turned an already difficult demographic situation into something more severe. «The birth rate plummeted and is currently at around one child per woman, which is one of the lowest in the world,» she said. It takes a fertility rate of 2.1 children per woman to maintain a stable population.

India ready to provide all possible help to end Russia-Ukraine conflict: PM Modi to Putin
Narendra Modi on Tuesday, during his meeting with Russian President Vladimir Putin in Kazan, said that India has been in touch with all sides on ending the Russia-Ukraine conflict through dialogue and that «India is always ready to help bring peace». In his opening remarks at the meeting with Putin on the eve of the BRICS summit, Modi said, «We have been in touch with all sides in the Russia-Ukraine problem. It has always been our position that all conflicts can be solved with dialogue. We believe there should be peaceful solutions to conflicts. India is always ready to help bring peace.» These remarks must be viewed in the context of Modi's earlier conversation with Putin on the Ukraine conflict and his two meetings with the Ukrainian President since August. Following his visit to Kyiv, Modi telephoned Putin to share his thoughts and later NSA also met Putin and apprised him about the PM's trip. While India has not created a peace formula like Brazil and China, New Delhi has been in touch with all stakeholders to end the conflict through negotiations and pitched for Russia's presence in peace summits for durable peace.

Ukraine's Zelenskyy says only US green light on NATO invitation will sway reluctant Germany
NATO — is not welcome by some key Western partners, in particular Germany. Volodymyr Zelenskyy said Russia was also likely looking at the postelection scenario in the US to assess the possibility of cease-fire talks with Ukraine. He assessed that if partial cease-fire deals could be reached over attacks on energy infrastructure and Black Sea shipping routes, it would signal the end of the «hot phase» of the war. Zelenskyy spoke to journalists on Monday and his comments were embargoed until Tuesday. On NATO, Zelenskyy said France, Britain and Italy have shown signs of support. Germany has reservations, however, and Zelenskyy believes only a US green light will convince Berlin to accept the idea.

South Korea considers arms support for Ukraine amid North Korea’s alleged troop deployment to Russia
South Korea has warned that it might consider supplying weapons to Ukraine following allegations that North Korea has sent troops to Russia to bolster Moscow's military efforts in Ukraine. South Korean officials view these developments as a serious security threat, as they fear that Russia may reciprocate by providing North Korea with advanced weapons technologies that could enhance its nuclear and missile capabilities aimed at South Korea.

India’s diplomatic tightrope: Kazan summit marks key moment in global leadership role
BRICS meets for the first time in Kazan, Russia, a potential inflexion point for a group that has so far failed to have an unifying narrative. India has been the bulwark against the attempt to give it an ideological 'anti-West' slant. India could continue to play that role or, better still, leverage the expanded membership — each new member was on its wish list — to define India's neutral pathway. Kazan is not just another BRICS summit. It's a critical moment in India's self-fashioning journey on the global stage. From the moment Russia invaded Ukraine, India has argued its choices in terms of multipolarity, historical ties, defence needs, strategic alliances and partnerships, and economic needs. Kazan offers India an opportunity to emerge not as the ace tightrope walker balancing West and 'anti- and not-so-pro-West' interests, but as a proactive neutral voice committed to a rules-based world order. Kazan should provide the occasion when it can emerge as the 'Switzerland' of our times.

Russia has never done anything to impact India's interests negatively, said External Affairs Minister S Jaishankar on Monday at the NDTV World Summit. Prime Minister Narendra Modi is set to attend the BRICS summit in Russia from October 22-23 at the invitation of Russian President Vladimir Putin. In July this year, PM Modi visited Russia, his first since Moscow launched its invasion of Ukraine, a war that has complicated the relationship between the longtime allies and pushed Russia closer to India's rival China.

US says THAAD anti-missile system is 'in place' in Israel
U.S. military has rushed its advanced anti-missile system to Israel and it is now «in place», Defense Secretary Lloyd Austin said. THAAD, or the Terminal High Altitude Area Defense system, is a critical part of the U.S. military's layered air defense systems and adds to Israel's already formidable anti-missile defenses. «The THAAD system is in place,» Austin said, speaking to reporters before his arrival in Ukraine on Monday.
