Downtown Moncton business owner Shawn Arseneault has had to deal with trespassers twice over the past month.He owns a small engineering firm that he runs out of the first floor of his house in the east end.In early October, he had a tense confrontation with two people one of his employees found sleeping on the porch.On Tuesday, he said a woman allegedly tried to break into the property, leaving his employees to wait over an hour for bylaw enforcement officers to arrive.“She got verbally aggressive and threatening toward our staff member,” he said in an interview on Friday.He said she left before bylaw enforcement and the RCMP arrived.“It was a scary incident to say the least,” he said.Greater Moncton Chamber of Commerce CEO John Wishart said Arseneault is not alone in dealing with trespassers.“I talk to scores of business owners every week who tell me stories like Shawn Arseneault’s where he’s confronted by somebody on his premises multiple times,” Wishart said.Public Safety Minister Kris Austin said he heard from many frustrated business owners that they need better resources to deal with trespassing.“When you look at a lot of the urban areas, downtown areas, a lot of the property owners are frustrated.

‘Wives fighting for pension': Assam says no second marriage for govt staff without permission
Himanta Biswa Sarma said that wives fight for the husband's pension after the death of the husband. Sarma said Assam government employee would need the state government's permission for a second marriage even if their religion allowed bigamy. «Even if a religion allows you to have a second marriage, then also you have to seek state government's permission,» the Chief Minister said. «We have seen cases where after the death of the employees, both wives fight for the husband's pension,» he added. Assam government has notified that no government servant will has contract second marriage who has wife living despite second marriage being applicable under personal law. The notification stated, «It is hereby reiterated that as per the provisions of Rule 26 of The Assam Civil Services (Conduct) Rules 1965, No Government servant who has a wife living shall contract another marriage without first obtaining the permission of the Government, notwithstanding that such subsequent marriage is permissible under the personal law for the time being applicable to him». The notification added, «No female Government servant shall marry any person who has a wife living without first obtaining the permission of the Government.» In the context of the above provisions, the Disciplinary Authority may initiate immediate Departmental Proceeding under the provision of the Assam Services (Discipline and Appeal) Rules 1964, or imposition of major penalty including compulsory retirement against those Government Servants found to be violating Rule 26 of the Assam Civil Services (Conduct) Rules 1965, which itself is a gross misconduct on the part of a Government Servant having large bearings on the society. Crypto regulation takes shape in Taiwan
Taiwan has introduced its first steps toward crypto regulation by proposing a Virtual Asset Management Ordinance Draft bill, which has passed its first hearing at Taiwan’s parliament, the Legislative Yuan. The bill was co-authored by 17 lawmakers who believe that crypto assets are distinct from traditional financial products and warrant special regulations. The goal of the bill is to introduce a regulatory framework and create oversight over the crypto industry. While Taiwan’s Financial Supervisory Commission (FSC) had previously released guidelines for the crypto sector, the proposed bill would provide legal enforceability for crypto businesses that the FSC’s guidelines were lacking. At the moment, Taiwanese virtual asset service providers need to comply with anti-money laundering laws, yet the crypto industry remains largely unregulated. The proposed bill would upheave this by setting operational standards for asset operators, enhancing customer protection, and requiring all cryptocurrency platforms operating in Taiwan to obtain a permit. While this first iteration of the proposed bill would require operators of exchanges to allow regulators, such as the FSC, to regularly inspect their systems, it currently does not take a strong position on derivatives or stablecoins, restrict trading of virtual assets to professional investors or explicitly mandate the use of third-party custodians. An exact timeline for the second reading of the bill has not been outlined, but the FSC is expected to add its own submissions to the draft before the next reading.
