As per a Times of India news report, “The need to reclassify KYCs under various categories arose after it was found that KYCs of many investors were still not updated with PAN and Aadhar, and the linkages were missing. Several of these KYCs were done using documents like utility bills (electricity, telephone), bank account statements etc., which are no longer accepted as valid documents for KYC compliance by Sebi.” The report further said, “Of nearly 11 crore investors, about 7.9 crore or 73% have valid KYC. KYCs of about 1.6 crore investors are under the registered category, who now have limited access to investing, while 12% of the total can’t operate their demat accounts and MF folios.”

Supreme Court spectrum plea: Setback for Centre
Supreme Court registrar hasn't accepted the government's plea for allowing the administrative allocation of spectrum in some special cases, marking a setback for the Centre. The apex court had ruled that frequencies had to be auctioned as they were a national resource in the 2G spectrum allocation case in 2012. The registrar said the government was seeking a review of the 2012 order «in the guise» of seeking clarifications and said the move was «misconceived», adding that there was no «reasonable cause» for entertaining the plea and that too after a lengthy period of time. «I refuse to receive the present miscellaneous application (MA), as it does not disclose any reasonable cause for being entertained,» Pavanesh D, registrar, judicial listing, said in the order that ET has seen. «Accordingly, it is declined to be received under the provisions of Order XV Rule 5 of the Supreme Court Rules, 2013.»

Govt proposes new explosives law, repeal old act of 1884
Explosives Bill, 2024 in place of the Explosives Act, 1884 which it seeks to repeal. In a note for public consultation, the Department for Promotion of Industry and Internal Trade (DPIIT) has sought to increase fines for violation of provisions and further streamline the process of grant of licences. Explosives include gunpowder, nitoglycerine, nitroglycol, di-nitro-toluene, and picricacid. As per the proposed Explosive Bill 2024 bill, the Central Government shall prescribe the authority competent to grant, suspend or revoke a licence and to perform certain other functions under the new Act.

Bihar deputy CM and BJP leader Samrat Choudhary in an interaction with ET dismissed the notion that low voter turnout would impact the NDA while expressing confidence that the difference between the NDA and the opposition is high. He further added that low voting percentage won't impact the NDA in terms of winnability of seats. «Where is the new vote going to the opposition? In Bihar, the fight is at 80:20. Therefore, low polling is not going to impact us. In fact, we are determined to do better than 2019,» Choudhary told ET. In 2019, the NDA had won 39 of the 40 Bihar seats with JDU and LJP as their allies. The BJP leader said that there are around 20 seats in Bihar where the opposition has almost given a walk over. Talking about JDU joining the NDA again, Choudhary said the alliance is natural with a strong vote bank.
