Competition Commission of India (CCI) will soon come out with regulations around the proposed leniency-plus regime, which will encourage companies under investigation for cartelisation to report other cartels and get their own penalties reduced, chairperson Ravneet Kaur said on Tuesday. The leniency-plus regime was proposed in the Competition (Amendment) Act 2023. It is aimed at creating a structure that will incentivise companies under scrutiny for spilling secrets of other cartels. The regulator will soon seek stakeholder comments for the regulations and finalise them, Kaur said in her first press conference after taking over as the head of the CCI in May. Kaur said competition authorities of the BRICS grouping will meet this week to deliberate on existing and emerging anti-trust issues, with India hosting the conference after a gap of 10 years.

Joe Biden was interviewed as part of an investigation into his handling of classified documents by Special Counsel Robert Hur, the White House counsel's office said on Monday. The Democratic president's interview was voluntary and conducted over two days, concluding on Monday, said Ian Sams, a spokesperson for the White House counsel's office. US Attorney General Merrick Garland in January named Hur as special counsel to look into the improper storage of classified documents at Biden's Wilmington, Delaware, home and at a Washington think tank office set up for Biden after his 2009-2017 vice presidency. Such special counsels are appointed to handle sensitive cases — usually involving political figures or allegations of serious wrongdoing by the government — and have more independence than is usually afforded to federal investigators to decide whether to bring charges. Hur's interviews with Biden suggest the investigation, which has proceeded quietly, may have advanced to its final stages.

The corporation in a release said the last parcel of land in Gujarat was acquired at Kathore village in Surat district in September. In all, 951.14 hectares of land needed to be acquired in eight districts of Gujarat for the project, it said. With the latest acquisition, 99.95 per cent of land has been acquired for the project across Gujarat, Maharashtra and the Union Territory of Dadra and Nagar Haveli, Daman and Diu, the release said. Out of 429.71 hectares acquired for the project in neighbouring Maharashtra, 99.83 per cent of the process has been completed, while a total of 7.90 hectares were acquired in the UT, the NHSRCL said. In Gujarat, 133.29 hectares were acquired in Ahmedabad, 110.25 hectares in Kheda, 52.59 hectares in Anand, 142.30 hectares in Vadodara, 140.32 hectares in Bharuch, 160.52 hectares in Surat, and 88.93 hectares in Valsad, the release said. The operational control centre will be located at Sabarmati in Ahmedabad, and there will be three depots, two in Gujarat — Surat and Sabarmati — and one in Maharashtra at Thane, it stated. The government aims to run the first phase of the bullet train between Surat and Bilimora in south Gujarat by 2026. Prime Minister Narendra Modi and his Japanese counterpart Shinzo Abe launched the project in Ahmedabad on September 14, 2017.
