A key challenge faced by regulators across jurisdictions when looking to supervise crypto-assets is the blurring of geographical boundaries. Any person with access to the internet can transact on a blockchain-based private cryptocurrency, allowing for seamless transactions with counterparties across multiple jurisdictions. Several crypto-assets operate without any intermediaries, making regulation even more difficult. Consequently, a framework that has “buy-in” from regulators across jurisdictions is the only effective way to regulate crypto-assets. The Synthesis Paper seeks to address this very problem. It sets out a comprehensive policy and regulatory response to address the financial stability and macroeconomic risks triggered by the widespread use of crypto-assets. Regulators across jurisdictions will still need to frame their own rules but can rely on the broad policy recommendations of the IMF and FSB (as set out in the Synthesis Paper).

China Reform Holdings Corp, a Chinese manager of state assets, plans to raise at least 100 billion yuan ($13.70 billion) for a fund that will invest in emerging industries, the China Business News reported on Sunday. The fund has already received investment intentions from more than 20 central government-owned enterprises as well as local governments and private investors, and will start operating by the end of this year, the newspaper said. China's state-owned enterprises (SOEs) have been ramping up investment in emerging and strategic industries such as artificial intelligence, new energy, new materials and biotech as part of Beijing's SOE reforms. China Reform Holdings was set up in 2021 and tasked with deepening SOE reforms.

Chief Minister Himanta Biswa Sarma on Saturday attended the ceremonial signing of memoranda of understanding between the Industries department of the Government of Assam and six numbers of private sector industrial enterprises for setting up mega industrial parks totalling an investment of Rs 3,114 crore across the State. A land lease agreement was also signed between the Assam Tourism Development Corporation (ATDC) and Jenipro Hotels Pvt Ltd for setting up of a 5-star category hotel with an investment of Rs 100 crore at Hatighuli Bagisa Gaon near Kaziranga National Park. Sarma said today's signing of agreements that would entail investments of as much as ₹3,000 crore indicates Assam moving forward towards becoming one of the most industrialised States in the country. Stating that agreements for investments amounting to several thousand crores inked earlier in the year with the private sector are at various stages of implementation, Sarma said another batch of industrial investment proposals amounting to around ₹10,000 crores are currently being studied by the empowered committee set up by the Government of Assam to expedite the investment ecosystem in the State. Referring to the signing of memorandum of understanding signed as a historic moment for the State, Sarma said the Rs 2,000-crore investment by M/s Kesar Petro Products shall generate around 200 direct and around 1800 indirect employment opportunities while Longspan Structures' investments of Rs129 crores would lead to generation of around 220 direct and 180 indirect employment opportunities.
