Uttar Pradesh government on Saturday formed a four-member committee to probe into the fire at the children's ward of a medical college in Jhansi that snuffed out the lives of 10 newborns as officials suspect electrical short circuit to be the cause of the tragic incident. Chief Minister Yogi Adityanath has already directed the Divisional Commissioner of Jhansi, the fire department and the deputy inspector general of police to submit a report on the incident within 12 hours. Amid claims that the medical college had expired fire extinguishers, Deputy Chief Minister Brijesh Pathak asserted all firefighting equipment in the college was completely fine and a fire safety audit was carried out in February and a mock drill in June. Principal of the medical college, Dr Narendra Singh Sengar, also termed the allegations «baseless».

Giving this information, UPPSC Secretary Ashok Kumar said earlier the PCS Preliminary Examination was proposed for December 7 and December 8. Now it will be conducted on December 22 in two sessions — in the first session from 9.30 am to 11.30 am and in the second session from 2.30 pm to 4.30 pm. Since November 11, a large number of students have been agitating and demanding that the PCS preliminary and Review Officer (RO) and Assistant Review Officer (ARO) examinations should be held on a single day. Kumar told PTI, «Looking at the number of candidates in the RO-ARO exam, we have formed a committee which will submit its report as soon as possible. A decision will be taken accordingly.»

However, it has now emerged that the Parliamentary Committee on Welfare of OBCs had previously addressed the same issue in detail five years ago, ruling against including «salary» in the calculation of «income» for the purpose of reservations. Interestingly, the committee at that time was also chaired by its current head, BJP MP Ganesh Singh. Sources informed to TOI that the committee has summoned the Department of Personnel and Training (DoPT) for a meeting on November 28, where the issue of factoring in «salary» for backward candidates from public sector undertakings (PSUs) qualifying for the UPSC exams will be discussed. During Wednesday's meeting, MPs including DMK's TR Baalu, Congress' Manickam Tagore, SP's Ramashankar Rajbhar, and a senior BJP member criticised what they described as a violation of the 1993 Office Memorandum (OM), which explicitly states that «income» should not include «salary» or «agricultural income.» The controversy centres around the government's practice of including «salary» for candidates whose parents work in PSUs, citing the lack of an «equivalence of posts» with government positions such as Group A, B, C, and D, noted a TOI report.
