Creating 20 lakh jobs single agenda of NDA govt: Andhra IT Minister Nara Lokesh
Nara Lokesh on Saturday said that creating 20 lakh jobs is the single agenda of the TDP-led NDA government in the state, which was given a massive mandate of 93 per cent seats in the 2024 elections. Addressing a special plenary session of the CII Southern Regional Council 2024-25 here, he highlighted that creating 20 lakh jobs in five years was one of the six primary promises NDA made in the run-up to the polls. «That is the single agenda (20 lakh jobs) with which your government is going to actually work here in the state of Andhra Pradesh,» said Lokesh, adding that the southern state aspires to become one of the first three states to achieve a GSDP of $1 trillion. Observing that CII has always played a collaborative role, he said that Andhra Pradesh, which has been a hub for agriculture, MSMEs and other sectors, now aims to move faster in Information Technology.

AI could be capable of 'learning by thinking', say researchers
Artificial intelligence (AI) too could be capable of 'learning by thinking', which is known to be core to a great discovery, according to a review. Cognitive scientists have documented how people learn from observation, in which one acquires knowledge by observing the external world. However, another way of learning — a relatively neglected one — is 'learning by thinking', in which one gains knowledge without input from the external world, such as through thought experiments or self-explanations, according to Tania Lombrozo, a professor of psychology at the Princeton University and the author of the review published in the journal 'Trends in Cognitive Sciences'. In a thought experiment, one hypothetically explores a theory or a principle by thinking through its consequences, whereas in learning through self-explanations, one makes a sense of new information by relating it with what they already know.

Mockery of public accountability: Congress slams SEBI over RTI rebuff
SEBI's refusal to disclose instances when its chairperson Madhabi Buch recused herself due to conflict of interest and said that this makes a «mockery» of public accountability and transparency. The cases where Buch recused herself due to potential conflict of interest is not «readily» available and collating them would «disproportionately divert» its resources, the securities market regulator said in an RTI response on Friday. In the response furnished to transparency activist Commodore Lokesh Batra (retd), the regulator also refused to provide copies of Buch's declarations to the government and SEBI Board on the financial assets and equities held by her and her family members on the grounds of these being «personal information» and that their disclosure may «endanger» personal safety. Reacting to the development, Congress general secretary in-charge communications Jairam Ramesh said, «The multiple conflicts of interest of the SEBI Chairperson that have been revealed so far are shocking in themselves. Now in a move that adds more fuel to the raging fire, SEBI has simply refused to divulge information to a RTI activist on instances of the SEBI Chairperson recusing herself on issues where there have been potential conflicts of interest.»

RBI tells banks to take legal recourse in standoff with CBI
Reserve Bank of India (RBI) has advised banks to seek legal remedy in case of a stand-off with the Central Bureau of Investigation (CBI) over matters classified as fraud. The RBI's advice was in response to the CBI returning complaints filed by some banks to probe accounts tagged as fraud and where they have already filed an FIR (first information report). In several cases, the investigative agency has informed the lender that its complaint has been returned because the borrower concerned has not been given an in-person hearing before the account was classified as fraud.

West Bengal CM Mamata Banerjee on Friday wrote a letter to PM Modi, stating that «Bengal is now facing the biggest flood in Lower Damodar and adjoining areas since 2009», with more than 8 districts under water and «nearly 5 million people» affected. She requested immediate release of central funds to address the devastation. Union Minister of Jal Shakti CR Patil, responding to Banerjee's letter, said that West Bengal officials were consulted and following «request from Bengal officials, releases from the two reservoirs was initially curtailed to almost 50% from Sept 14-17.» «However, due to very heavy rainfall on Sept 16 and Sept 17, it became imperative for the Committee to substantially enhance the releases to avoid any catastrophic impact due to possible dam failures. Even during this event, though the maximum inflow to the two reservoirs is estimated to be 4.23 lakh cusec, the combined releases from them was regulated to about 2.5 lakh cusec,» the letter read.

Bombay HC strikes down amended IT Rules; terms them unconstitutional
Bombay High Court on Friday held as unconstitutional and struck down the amended Information Technology (IT) Rules which sought to identify fake and false content on social media against the government. The matter was assigned to Justice A S Chandurkar as 'tie-breaker judge', after a division bench in January delivered a split verdict on the petitions challenging the amended IT rules. Justice Chandurkar on Friday held that the rules violated constitutional provisions. «I have considered the matter extensively. The impugned rules are violative of Article 14 (right to equality), 19 (freedom of speech and expression) and 19(1)(g) (freedom and right to profession) of the Constitution of India,» the judge said.
