China last quarter, a sign that some investors are still pessimistic even as Beijing rolls out stimulus measures aimed at stabilizing growth. China's direct investment liabilities in its balance of payments dropped $8.1 billion in the third quarter, according to data from the State Administration of Foreign Exchange released late Friday. The gauge, which measures foreign direct investment in China, was down almost $13 billion for the first nine months of the year. Foreign investment into China has slumped in the past three years after hitting a record in 2021, a casualty of geopolitical tensions, pessimism about the world's second-largest economy and stronger competition from Chinese domestic firms in industries such as cars. Should the decline continue for the rest of the year, it would be the first annual net outflow in FDI since at least 1990, when comparable data begins.

Manipur's Imphal East district on Sunday, police said. Security forces — Army, BSF and police — retaliated, resulting in a fierce exchange of fire at Sanasabi, Sabungkhok Khunou, and Thamnapokpi, officials said. Tension remained high in the surrounding villages as farmers were unable to tend to their paddy fields due to the firing from hilltop positions towards the low-lying fields of Sanasabi, they added. BJP MP Dhananjay Mahadik has kicked up a controversy by allegedly warning women who received Rs 1,500 under the Mahayuti government 'Majhi Ladki Bahin' scheme against attending rallies of the Congress party. The Majhi Ladki Bahin has been one of the major initiatives of the BJP-led Mahayuti this election year. In its manifesto for the November 20 state polls, the ruling alliance has promised to increase the aid to Rs 2,100 from Rs 1,500 if it is voted to power. The Kolhapur district collector, who is the district election officer, has issued a show cause notice to Mahadik for his statement under section 179 of BNS for violating the model code of conduct.

Vistara merger over different retirement age limits for pilots of the two Tata Group-owned airlines as the management is yet to address the issue, according to sources. At Air India, which was owned by the government since the 1950s and came into the Tata fold in 2022, the retirement age for pilots and other staff is 58 years, whereas at Vistara it is 60 years. Vistara — jointly owned by Tata Group and Singapore Airlines — is set to be merged with Air India on November 11 as part of the salt-to-steel conglomerate's consolidation of its aviation business. The sources said resentment is brewing among a section of Air India pilots as the management is yet to formulate a common superannuation age for the integrated entity.

China has published baselines for a contested shoal in the South China Sea it had seized from the Philippines, a move that's likely to increase tensions over overlapping territorial claims. The Foreign Ministry on Sunday posted online geographic coordinates for the baselines around Scarborough Shoal. A nation's territorial waters and exclusive economic zone are typically defined as the distance from the baselines. Both China and the Philippines claim Scarborough Shoal and other outcroppings in the South China Sea. China seized the shoal, which lies west of the main Philippine island of Luzon, in 2012 and has since restricted access to Filipino fishermen there. A 2016 ruling by an international arbitration court found that most Chinese claims in the South China Sea were invalid but Beijing refuses to abide by it. Ships from China and the Philippines have collided several times as part of increased confrontations, and the Chinese coast guard has blasted Philippine vessels with water cannons.

Prime Minister Narendra Modi on Sunday attacked the Congress, accusing that its 'shahi parivar' (royal family) is hell bent on breaking the ST-SC-OBC unity to «snatch reservations under an evil design». Addressing an election rally at Gumla, he accused the JMM-led coalition of looting the state's rich resources such as minerals, forest, sand and coal, putting 'Roti-Beti-Mati' (bread, land and daughter) at grave threat. He also accused the ruling dispensation of fuelling illegal immigration. «The Congress knows that if STs, SCs and OBCs are united, they will pose a threat to the party's existence. This is the reason the Congress 'shahi parivar' is hell bent on break their unity… They want to snatch reservations. »The Congress is trying to pit one tribal community against another… Munda against Oraon, Lohra against Kharia, Kharwar against Korwa etc. with an agenda to break the tribal society's strength," he said.

Adani Thiruvananthapuram International Airport Ltd is not a 'transfer of business', but supply of services and hence is liable to GST, the Kerala-bench of the GST Authority for Advance Ruling (AAR) has said. The Kerala AAR ruling is contrary to the rulings passed by the Rajasthan and Gujarat Appellate Authority for Advance Ruling (AAAR) in the case of transfer of Jaipur and Ahmedabad airports and Uttar Pradesh AAR in the case of Chaudhary Charan Singh International Airport in Lucknow. These authorities had exempted such transfers from goods and services tax (GST). The Airports Authority of India (AAI) in its application before the AAR said it has entered into a concessionaire agreement with Adani Thiruvananthapuram International Airport Ltd for the operation, management, and development of the airport for 50 years. The AAI sought rulings from the AAR on a set of queries, including whether the agreement involves transfer of business and whether such a transfer would be treated as 'supply as going concern' and be exempt from GST.

Amit Shah on Sunday said the ruling Mahayuti in Maharashtra will retain power with full majority and a decision on who will be the chief minister will be taken by the alliance partners after the state polls. Talking to reporters here after unveiling the BJP's manifesto for the November 20 state assembly polls, Shah expressed confidence that the Mahayuti will win the elections. All the three alliance partners — BJP, Shiv Sena led by Chief Minister Eknath Shinde and Deputy CM Ajit Pawar's NCP — have released their manifestos and after the elections, a committee of ministers from the three parties will be formed to prioritise the assurances given, Shah said. «At present, Eknath Shinde is the chief minister. After the elections, all the three alliance partners will decide on the chief minister,» the senior BJP leader said.
