Incremental CRR: As liquidity tightens, banks push CDs
certificates of deposit to meet funding requirements amid tighter liquidity conditions after the Reserve Bank of India (RBI) implemented steps to drain out surplus funds with lenders. From August 18 to August 23, banks have issued certificates of deposit worth Rs 21,470 crore in the primary market, data provided by industry sources showed. The amount issued over just that period is more than half of the sum of Rs 40,625 crore issued in the whole of July, with private banks leading the pack, the data showed. The acceleration in the issuance of CDs — which are short-term debt instruments used by banks to raise funds —— comes after the RBI imposed an incremental Cash Reserve Ratio (ICRR) of 10% on the growth in bank deposits from May 19 to July 28. The ICRR requirement, which became effective from the fortnight beginning August 12, is estimated to have impounded funds worth around Rs 1.1 trillion from banks. The central bank will review the ICRR by September 8. “With the implementation of ICRR for a brief period, the tightness in the banking system liquidity is cropping up. As a measure to address this additional fund, private banks have resorted to issuing certificates of deposits (CDs), especially banks with relatively less access to easy deposit,” analysts from India Ratings & Research wrote.

India must focus on education and infra for growth: Moody's report
India, and they would need to focus on education and infrastructure to take advantage of the demographic dividend, according to the latest report by Moody's Investor Service. «The ability of sovereigns to address these challenges will determine the extent to which their large populations can take advantage of opportunities to enhance long-term economic growth,» the ratings and research firm said in a report released Monday. While it appreciated the efforts made by India and the Philippines on infrastructure and governance, the firm noted that considerable work needed to be done on parameters like education and labour force participation. «There remains a considerable gap in the quality of education between Pakistan, Bangladesh and India compared with China and other peers in Southeast Asia, which contributes to labour-force participation imbalances,» the report said. The report pointed out that while the six large economies would contribute to a third of the global population increase over the next two decades and contribute significantly to the global labour pool, it said that «population growth unaccompanied by adequate job creation is likely to exacerbate sovereigns' exposure to social risks. According to the United Nations, India crossed China this year to become the most populous country in the world, and its population shall take another 40 years to reach its peak.

Article 370 was a self-extinguishing, temporary provision: Centre to SC
Article 370, which gave special status to Jammu and Kashmir, was a «self-extinguishing» and a «temporary» provision. Appearing on behalf of the central government, solicitor general Tushar Mehta argued that a «mistake of the past should not befall upon the future generations», adding that the mistake has been «rectified» by the Centre by abrogating Article 370. Mehta further contended that the Constitution of India lies on a higher platform than that of the J&K Constitution which now stands repealed. The Solicitor General added that Article 370 was used in a «floating way» and any word in Article 370 which became «otiose» was replaced by its successor. Strongly defending the abrogation of Article 370, the solicitor general added that Article 370 could have been abrogated through «an administrative exercise» and that the Parliament committed no illegality, as alleged by the petitioners, by abrogating the Article. Reiterating that the abrogation of Article 370 has brought the people of Jammu and Kashmir on a par with their «brothers and sisters (natives)» of India, Mehta argued that it acted as a barrier in providing welfare legislations to the people of the region.
