SC asks Centre to apprise about compliance of 2021 verdict on welfare measures for migrant workers
Supreme Court on Monday asked the Centre to file an affidavit giving details about compliance of its 2021 judgement and subsequent directions on providing ration cards and other welfare measures to the migrant workers. The top court, in June 29, 2021 judgement and subsequent orders, had passed a slew of directions to the authorities asking them to undertake welfare measures, including giving ration cards to all migrant workers, who were distressed during the COVID-19 pandemic, registered with the 'e-Shram' portal. The 'e-Shram' is a comprehensive National Database of Unorganised Workers (NDUW) launched by the Union Ministry of Labour and Employment with a primary aim to facilitate delivery of welfare benefits and social security measures to unorganised sector workers across the country. «The Union of India is directed to file a comprehensive affidavit explaining the steps taken in compliance of the judgement dated June 29, 2021 and other subsequent orders. Such an affidavit will contain all the details of steps taken on any direction issued via main judgement and subsequent orders. This must be done within the period of three weeks,» said a bench comprising justices CT Ravikumar and Sanjay Karol.

Fund houses to ask Sebi to cut maturity time for AT-1 bonds
Mutual funds plan to request the Securities and Exchange Board of India to relax maturity norms for additional tier-1 bonds to encourage fund houses to invest in these relatively high-yielding debt instruments that banks issue to shore up equity capital. «The Securities and Exchange Board of India (Sebi) has provided some leeway when it comes to the valuation norms for AT-1 bonds but the maturity requirement of 100 years for such instruments continues to be a hurdle for mutual fund investments. Talks have been ongoing between mutual funds and the regulator and a committee from the Association of Mutual Funds in India (AMFI) will suggest bringing down the maturity from 100 years to closer to the call option,» a source aware of the developments said.

RBI is poised to roll out its next major financial innovation, a technology platform that enables 'frictionless credit'. The platform, proposed to be called Unified Lending Interface (ULI), aims to facilitate a seamless and consent-based flow of digital information, including land records, to lenders from multiple data service providers. This, Das added, would reduce the time required for credit appraisal, particularly for smaller and rural borrowers. Coincidentally, his statement comes at a time when the account aggregator (AA) framework — created by the market-led industry alliance Sahamati and launched three years ago by RBI — has logged a record 100 mn consents. AA is using a framework like ULI to shift away from collateral-based lending to one premised on cash flows, addressing the formal credit needs of millions of underserved Indians. In short, India is poised to roll out another initiative to democratise access to credit. In the last decade, India banked the unbanked, whereby 80% of adults today own a bank account. Now, by seeking to enable universal lending, RBI is breaking down barriers to provide financial resources to a broader spectrum of borrowers. The impending convergence of fintech and AI will only accelerate this trend of serving the underbanked.

Namibia is planning to cull 723 wild animals, including 83 elephants, to feed the country amid the worst drought in a century, the New York Times has reported. Nearly half of the country's 1.4 million people are in a hunger crisis. The move aims to provide food and reduce dangerous encounters between humans and wildlife due to scarce resources, the report added. According to Namibia's Ministry of Environment, Forestry, and Tourism, the plan is «necessary» and aligns with the constitutional mandate to utilize natural resources for the benefit of Namibian citizens. The strategy of harvesting wild animals for food is not uncommon. Rose Mwebaza, director of the United Nations Environment Programme's Africa Office, stated, «Well-managed, sustainable harvesting of healthy wild animal populations can be a precious source of food for communities.» Drought is impacting a significant portion of southern Africa. The U.N. World Food Program noted in June that over 30 million people in the region are affected. Benjamin Suarato, spokesperson for the U.S. Agency for International Development, mentioned that droughts are a familiar issue in southern Africa, with several occurring in the past decade, including from 2018 to 2021. However, this particular drought is especially severe and wide-reaching, said Juliane Zeidler, country director of the World Wildlife Fund in Namibia.

Enforce traceability, user privacy norms on internet calling and messaging apps: COAI
traceability and user privacy rules on WhatsApp, Telegram, Google Meet as well as other calling and messaging apps along with telecom operators as such platforms provide similar services using internet network, industry body COAI said. Telecom operators want the government and regulator to enforce message traceability and user privacy rule on these apps to curb spam and illegal activities as majority of messaging traffic has moved to data networks from SMS, COAI said. In a recent direction, the Telecom Regulatory Authority of India (Trai) has mandated telecom operators to enhance message traceability. The regulator has mandated that the trail of all messages from senders to recipients must be traceable from November 1, 2024. Cellular Operators Association of India (COAI), which represents Reliance Jio, Bharti Airtel, Vodafone Idea and others, said that while the telecom service providers are working jointly with the Trai and the other stakeholders on this aspect, the OTT (over-the-top) communication services, without the requisite security and regulatory checks, is a growing concern in this regard.
