Himachal Pradesh high court has stated that a transfer is deemed mala fide when it is not executed for the stated purpose in the regular course, public or administrative interest, or service requirements. The court said that transfer is also not legal if based on the written recommendation of an individual not associated with the state government's affairs. Justice Ranjan Sharma's bench emphasized that even if a transfer is made on the written recommendation of a minister or legislator, there must be a clear and compelling reason based on public interest or administrative exigency to justify it.

Parliamentary panel on Monday said there was a dire need to enact a new law and give wider powers to the federal agency so that it can probe cases without a «state's consent and interference». Now, it seems a cool off could be ahead of us. A little profit-booking could be ahead of us. The market does not have a lot of steam at these levels and these levels are acting as stiff resistance. Call writers are pretty active at 47,700, 48,000. I think this is the resistance for the market. This is the hurdle for the market. Until 48,000 is not taken out on Bank Nifty, we can see some neutral market to let us say a profit booking zone, wherein we can see some connection of 1,000 to 1,500 points on Bank Nifty.
