The Prime Minister’s Office (PMO) has begun an important stock-taking of India’s statistical system in the wake of several controversies related to official surveys and estimates, according to two persons aware of the discussions in the government. Some of these controversies were around the reliability of growth estimates, delays in conducting some economic surveys and the census, comprehensiveness of sampling methods, and the gap in the number of covid-19 deaths estimated by India and the World Health Health Organization. Officials from the statistics and finance ministries are part of the effort led by PMO officials, one of the two persons said.

Moody's report flags seven indicators highlighting risks in corporate structures
Moody's Analytics, an arm of the ratings agency, has identified seven indicators in companies that can indicate heightened risks in corporate structures potentially enabling evasion of government sanctions, money laundering, fraud, and other financial crimes. Abnormal directorships, mass registration of companies in a particular geography, jurisdictional risks, financial anomalies, dormancy, circular ownership, and unusual ages of directors are the seven indicators, according to a report by Moodys’. Risks through one or more of these indicators imply presence of a shell company that may mandate a targeted investigation. $1.6 trillion are estimated to have been laundered each year globally, calling for efforts to stay ahead of evolving risks.

Manipur trans community expresses outrage over marginalised in final electoral rolls
trans community in Manipur has raised strong objections to the inclusion of only 239 of its members in the state’s final electoral rolls, asserting that this figure significantly underrepresents their actual population. Santa Khurai, a trans activist and secretary of the All Manipur Nupi Manbi (trans-women) Association (AMANA), a prominent trans community organization, emphasized that the adult trans population in the state exceeds 4000. The final electoral rolls, released on Monday by Manipur Chief Electoral Officer Pradeep Kumar Jha, reported a total of 20,26,623 electors, including 10,46,706 females, 9,79,678 males, and only 239 individuals identified as third gender or trans gender. Expressing disbelief at the remarkably low figure, Santa, also a researcher and writer, stated, “We are stunned to see the terribly small number of just 239 third gender voters in the final electoral rolls.” In 2020, during the height of the Covid-19 pandemic, AMANA conducted a survey, distributing support materials to trans community members and identifying 4000 adult members. Santa acknowledged the likelihood that this figure is an underestimate due to many individuals avoiding participation out of fear of social stigma. To rectify this discrepancy, AMANA plans to engage with the state election office to ensure a more accurate representation of the trans community in the electoral rolls.
