'Watching porn not an offence': SC to examine HC judgement, terms the ruling as 'atrocious'
Madras High Court ruling as «atrocious,» the Supreme Court has agreed to examine a plea challenging the judgment related to watch and downloading child pornographic content privately. The Madras High Court had asserted that simply downloading and watching child pornography does not constitute an offense under the Protection of Children from Sexual Offences (POCSO) Act and the Information Technology law. The High Court's decision, which was delivered on January 11, garnered widespread attention as it quashed criminal proceedings against a 28-year-old individual accused of downloading pornographic material involving children on his mobile phone. According to the High Court, the existing laws do not consider mere viewing of child pornography as an offense under the Information Technology Act, 2000. Expressing concern over the prevalence of pornography consumption among today's youth, the High Court suggested a more nuanced approach to address the issue. It emphasized the importance of education and counseling rather than punitive measures. The ruling highlighted the necessity of guiding and advising young individuals who may be grappling with the consequences of exposure to adult content.

IT hardware sales may drop as govt pares expenditure
general elections shall impact the sales of laptops, desktops and other IT hardware in the first half of 2024 as the government will slow down IT procurement spending, industry experts told ET. In the commercial segment, IT hardware sales in the first half of the calendar year are expected to remain flattish at the year-earlier levels of about 2.9 million units which was already comparatively weak, according to data from market tracker firm International Data Corporation (IDC). When compared to the first half of calendar year 2022, the segment might see a decline of 24%, IDC said. Consumer sales might also follow a similar pattern as sales might drop by 17% to 3.4 million units when compared to the first half of 2022, IDC predictions showed.

Bihar's economy has grown faster than the national economy. Its annual growth rate averaged 7% during the 2000s, and 7.5% during the 2010s (until 2019-20). In comparison, the national economy grew at 6.3% and 6.6% annually during these periods, respectively. Bihar has also made remarkable progress in closing the gap in education, health and basic amenities. Its gross enrolment ratio (GER), sex ratio at birth, life expectancy, infant mortality, and availability of electricity, drinking water and sanitation have improved significantly to levels only slightly below the national average. Yet, in terms of per-capita income, it has remained India's poorest state. This is due to a very low level of initial income preceding the growth spurt and a high population growth rate, which inhibited conversion of higher GDP into the acceleration of per-capita income.
