Finance Commission open to view alternate index for devolution to states: Chairman Arvind Panagariya
Finance Commission is open to considering alternate index for devolution of funds to states with regard to natural calamities and state-specific issues, Chairman of the 16th Finance Commission Arvind Panagariya said here on Monday. The problems arising due to natural disasters were beginning to get more and more acute, he said and pointed out that the 15th Finance Commission has recommended partial devolution of funds. «The Commission is very much open to looking at alternate ways of measuring disaster relief, provided we can do it across all the states. The index has to be transparent and acceptable,» Panagariya told reporters after a long session with the Tamil Nadu government earlier in the day. Apart from Tamil Nadu, states like Himachal Pradesh which the Finance Commission had consulted, put forth a similar view. «Let me look into it if any particular type of disaster is not included,» the Chairman said.

Govt initiatives helping attract foreign investors in India: CII
Make in India and production linked incentive schemes for different sectors are helping attract foreign investors to set up bases in India, according to industry chamber CII. In a letter to Commerce and Industry Minister Piyush Goyal, CII Director General Chandrajit Banerjee said that the government's increased investments in infrastructure such as roads, railways and ports are making the domestic industry more competitive. The policy shift within India has also occurred at the same time as geopolitical conditions have become favourable for India, with many global companies looking to diversify their geographical base, the letter, dated November 5, said. "FDI inflows have increased from USD 45.14 billion in 2014-15 to USD 70.95 billion in 2023-24, indicating the growing interest of foreign investors for setting up base in India," it said, adding that the PLI schemes have attracted huge investments.

J'khand CM accuses BJP of launching 'whisper campaign' to tarnish JMM-led govt
BJP of maligning his and Jharkhand's image through shadow campaigns, Chief Minister Hemant Soren on Monday charged the saffron party with launching a "whisper campaign" by spending over Rs 1 crore in each assembly constituency to influence voters. Soren accused the BJP of bringing in people from Bihar, Chhattisgarh, Odisha, and Bengal to carry out this new gimmick, allegedly instilling fear among voters on roads and intersections during the election period. Earlier, Soren had accused the BJP of running «shadow campaigns» to tarnish both his and the state's reputation. He alleged that the saffron party spent crores of rupees on various social media platforms and created «95,000 WhatsApp groups» to campaign against the JMM-led coalition in Jharkhand.

Former Canadian PM slams culture of cultivating Khalistanis and Jihadists
Former Canadian PM Stephen Harper, under whose watch ties with India prospered, has lashed out against the practice of cultivating Khalistanis and Jihadists and suggested tougher immigration rules. Harper expressed his views at an event organised by the Abraham Global Peace Initiative (AGPI) in a conversation with AGPI founder and CEO Avi Benlolo. In a column in the Canadian daily National Post on Friday, Benlolo quoted Harper as saying, «We must stop cultivating Jihadists, antisemites, Khalistanis, Tamil Tigers, and other divisive groups. When it comes to our immigration system, we are going to have to ask ourselves some hard questions about how we screen people.» «We cannot start importing age-old hatreds onto our streets,» he said.

Mess with anyone but me, says Sharad Pawar; asks voters to defeat Ajit faction in a 'big' way
Sharad Pawar on Sunday warned his detractors that they should mess with anyone but him and urged voters to not just defeat those who rebelled under Ajit Pawar but «defeat them big». Addressing a rally in Madha in Solapur district, Pawar recounted an episode of defection that led to his losing the post of leader of opposition in the assembly almost five decades ago and his resolve that led to the defeat of all of those who had backstabbed him. «In the polls of 1980, 58 people won polls from our party and I became leader of opposition. I had gone abroad and when I came back I realised Chief Minister AR Antulay saheb had done some miracle and 52 of the 58 MLAs had switched sides. I lost the post of LoP,» he said. «I did nothing (at the time). I just started reaching out to people across the state and worked hard for three years. In the next elections, I fielded young candidates against all 52 MLAs who had left me. I am proud of the people of Maharashtra that all 52 who left me were defeated,» he told the gathering.

Trump builds White House staff with Cheung as communications director and Gor as personnel director
Donald Trump announced Friday that Steven Cheung will serve as his White House communications director and Sergio Gor will run the personnel office. Both have been advisers to the president-elect since his 2016 campaign, Trump said. Both positions could be influential in the new administration, helping to develop its public messaging and internal workforce. Cheung led communications for Trump's latest campaign, where he gained a reputation for combative and insulting attacks on the Republican's opponents. A native of Sacramento, California, he worked in Republican politics and for the Ultimate Fighting Championship before joining Trump's team in 2016. Gor ran Winning Team Publishing, which he started with Donald Trump Jr. The company has published books by Trump and his allies. Gor also led the super PAC Right for America.

NC in tight spot over ally Cong's assertions
Mallikarjun Kharge's assertions that nobody in his party talked about restoration of Article 370 has put its alliance partner in J&K, National Conference, in a tight spot. NC has maintained that the resolution on special status passed by the J&K assembly earlier this month is for the restoration of Article 370 and 35 (A). Opposition PDP, PC and other regional parties have asked NC to clear its stand on the issue as Congress is providing support to the NC government here and has welcomed the resolution, but called it as a resolution for «restoration of statehood and not Article 370». «NC Resolution is hardly three sentences and we are seeing so many conflicting interpretations of this resolution from their allies.
