Every province and territory (with the exceptions of Quebec and Nunavut) receives an annual allocation of nominations for its PNP from Immigration Refugees and Citizenship Canada (IRCC), although not all provinces make their allocations public.

At the November FMRI meeting, provinces and territories asked for more say in picking immigrants and more spots for their programs. Canada is now welcoming 1,10,000 new permanent residents through the PNP in 2024, more than through the federal Express Entry.
In March 2023, at a similar meeting, the FMRI approved a multi-year plan for PNP allocations. This allows provinces to plan local infrastructure to support both current residents and newcomers.
