Official sources indicated that a final decision will be taken by a competent authority. CAA is yet to be implemented as the Centre hasn't notified the rules.
«The portal will help those who are eligible to apply under CAA without any state government's intervention and will weed out corruption as witnessed in several cases of long-term visa grants,» said a top government official.
LTV is given to eligible Hindu, Sikh, Buddhist, Jain, Parsi or Christian migrants from Afghanistan, Bangladesh or Pakistan.
Several state governments including West Bengal, Kerala, Punjab, Rajasthan, Chhattisgarh and Bihar have adopted resolutions against CAA.
CAA aims to facilitate grant of citizenship to Hindu, Sikh, Buddhist, Jain, Parsi or Christian migrants from Afghanistan, Bangladesh or Pakistan who came to India on or before December 31, 2014.
CAA also facilitates citizenship for those who had been exempted by the Centre by or under clause © of sub-section (2) of section 3 of the Passport (Entry into India) Act, 1920, or from the application of the provisions of the Foreigners Act, 1946, or any rule or order made there under.
«CAA does not apply to Indian citizens. Therefore, it does not in any way take away or abridge the rights of any Indian citizen.
The present legal process of acquiring Indian citizenship by any foreigner of any category as provided in the Citizenship Act, 1955, is operational and CAA does not amend or alter this legal position in any manner,» said another official.
CAA has excluded areas under Sixth Schedule and areas covered by Inner Line Permit under Bengal Eastern Frontier Regulation, 1873.
