President Biden will nominate Michael Barr, the dean of public policy at the University of Michigan, to serve as the Federal Reserve’s vice chair for supervision. If confirmed, he would be the central bank’s top banking regulator. An alum of both the Clinton and Obama administrations, where he served in the Treasury Department, Mr. Barr helped shape the Dodd-Frank financial reform in 2010 and has written extensively on financial regulation.
