Qatar's foreign ministry has been actively mediating the discussions, alongside the United States and Egypt. The proposed agreement focuses on a phased ceasefire and the release of hostages held by Hamas. A Palestinian official mentioned that the terms are being finalized, with talks reported to be 90% complete, though some key issues remain unresolved.

Subsequent negotiations aim to secure the release of remaining hostages and the return of deceased individuals' bodies. The plan also outlines a phased withdrawal of Israeli troops, allowing unarmed residents to return to northern Gaza.
