The UP Lift and Escalator Bill, 2024 aims to tackle significant concerns for residents of high-rise buildings in Noida and Greater Noida.
Key Provisions:
- The legislation will be enforced by local development bodies and authorities.
- It mandates the registration of lift installation agencies.
- Lift installation agencies are required to conduct regular emergency drills.
- Mandatory regular maintenance of elevators and reporting to the local development authority are stipulated.
- The bill necessitates insurance cover for lift users in private buildings; however, no such provision exists for elevators in government buildings.
- The installation of automatic rescue devices and CCTV cameras in lifts has been made mandatory.
- It outlines an operational protocol for addressing accidents and mishaps, along with assigning responsibilities.
- Post-implementation, lifts and escalators cannot be installed without approval from the Energy Department.
- Agencies involved in manufacturing, installation, and maintenance of lifts and escalators must register with the Directorate of Electrical Safety, with renewals required every five years.
- An annual testing fee of Rs 1,500 must be deposited. Failure to adhere to repairs and safety standards will lead to fines imposed on the responsible owner or institution.
Residents not happy State Energy Minister Arvind Kumar Sharma clarified that the bill was prompted by an incident in Noida, following demands from MLAs Dhirendra Singh and Pankaj Singh.
