Shivaram, born to drama master Kempaiah and Chikkaboramma, ventured into different domains throughout his life. Shivaram's journey commenced with his schooling at the Government High School in Malleswaram, followed by employment in the state government in 1972. Subsequently, he embarked on a path in the police department's intelligence wing, initially as a police reporter. Despite his professional commitments, Shivaram pursued higher education, obtaining BA and MA degrees through evening and distance learning.
In 1985, he accomplished another milestone by passing the Karnataka Administrative Service (KAS) exam, securing the position of Deputy Superintendent of Police. The following year, he etched his name in history by clearing the UPSC exam in Kannada, a fulfillment of his childhood aspiration.
