China and Russia to commit to the use of nuclear weapons by only humans and not technology supported by automatic systems such as Artificial Intelligence (AI), as per a report on Independent.
Underlining the importance of it, Paul Deans who serves in the State Department’s Arms Control Division stated that the US has a clear commitment to this principle and was supported by Britain and France, in this regard. “We would welcome a similar statement from China and the Russian Federation” said Dean who is the Deputy Assistant Secretary in the Bureau of Arms Control, Deterrence and Stability.
He also highlighted how a commitment from the P5 group would go a long way in this regard. The P5 refers to the 5 permanent members of the UN Security Council which are the US, UK, France, Russian Federation and China. Presently, there is no statement either in support of this or dismissive of this from either the Russian Federation or China.
Earlier in February, China had suggested that top nuclear powers should conclude a no first use policy treaty between each other. This is something that also guides the nuclear policy of India, something that was elucidated by former Prime Minister Atal Bihari Vajpayee in his speech to the Indian Parliament in 1998.
In a move that created fear on the use of nuclear weapons in the ongoing Ukraine conflict, Russia has also announced its suspension of the new START Treaty. The treaty was extended for a period of five years in 2021
