Sweden has announced significant changes to its EU Blue Card system, aimed at attracting and retaining highly skilled foreign workers. The new regulations, effective from January 1, 2025, simplify the application process and improve conditions for eligible workers.

The key adjustment is a reduction in the salary threshold for the EU Blue Card. Starting in 2025, workers will only need to earn 1.25 times the average gross annual salary, down from the current requirement of 1.5 times. This change opens the door for a wider group of highly qualified professionals from non-EU countries to obtain the card.
Sweden will also make it easier for workers to switch jobs. Once they hold an EU Blue Card, they can change employers without needing to reapply, simply by notifying the Migration Agency. Furthermore, the duration of the employment contract required for the Blue Card will be reduced from one year to six months.
Sweden will also now allow individuals with other types of residence permits to transition to an EU Blue Card without leaving the country. Workers holding an EU Blue Card from another member state for at least 12 months will also be able to apply for the Swedish Blue Card through a simplified process starting next month.
