Globally, in most jurisdictions, including the US, the UK and Australia, Uber is allowed to onboard private car owners as taxi operators – and the company has been pushing for the same in India as well.
Executives said that the rollout in Assam, which will begin with women and army veterans as drivers, will serve as a case study for the company to pitch the use of white number plate four-wheelers as taxis in other states.
While the central government has issued guidelines that let states allow private cars to be onboarded by cab aggregators, most states haven’t notified this in their motor vehicle rules. Assam adopted these rules in 2023, paving the way for such cab operations with certain restrictions.
“The online taxi industry has been facing a shortage in supply of drivers across India…and allowing private vehicles could prove to be a huge boost. Most state governments are not in favour of opening private vehicles up because of opposition from the unions, but the hope is that Assam becomes a benchmark,” a source in the know said.
