CEO Election country reports guidelines International Election Commission concludes largest engagement drive with political parties, holds 4,719 meetings nationwide
Election Commission of India (ECI) has concluded its largest-ever engagement drive with political parties, conducting 4,719 meetings nationwide at the levels of Chief Electoral Officers (CEOs), District Election Officers (DEOs), and Electoral Registration Officers (EROs) as of March 31, the apex poll body said. According to a ECI release, these meetings, held over 25 days, included 40 by CEOs, 800 by DEOs, and 3,879 by EROs, engaging over 28,000 representatives from political parties across the country. The meetings were held in accordance with directives issued by Chief Election Commissioner (CEC) Gyanesh Kumar, along with Election Commissioners Dr Sukhbir Singh Sandhu and Dr Vivek Joshi, during the CEOs' conference held between March 4-5 this year at India International Institute of Democracy and Election Management (IIIDEM) in the national capital. The nationwide meeting across these levels aimed at addressing the pending issues within the legal framework of the Representation of the People Acts of 1950 and 1951, the Registration of Electors Rules, 1960, the Conduct of Elections Rules, 1961, and ECI guidelines. State and Union Territory CEOs have been asked to submit action-taken reports, with unresolved issues to be escalated to the Commission for further review, the release said.

National Investigation Agency (NIA) has chargesheeted four terror operatives of the Babbar Khalsa International (BKI) terrorist organisation in the September 2024 Chandigarh grenade attack case, an official statement said on Sunday. The accused include Pakistan-based designated terrorist Harwinder Singh Sandhu alias Rinda, and US-based Harpreet Singh alias Happy Passi, it said. In the chargesheet filed before the Special NIA court, Chandigarh, all four accused persons have been charged under multiple sections of the Unlawful Activities (Prevention) Act (UAPA), the Explosive Substances Act, and other related provisions, for their roles in planning and supporting the attack. The two terrorists — Rinda and Happy Passi — were the primary handlers and conspirators behind the attack, said the statement issued by the NIA. They had provided logistical support, terror funds, weapons, and ammunition to India-based on-ground operatives in Chandigarh for executing the grenade attack, it said.

Punjab Police has suspended seven personnel, including two deputy superintendent rank officers, in connection with an interview of gangster Lawrence Bishnoi while in police custody. A Special Investigation Team (SIT) of the state police, led by the special director general of police (human rights), found that one interview of Bishnoi was conducted when he was in Punjab Police's custody in Mohali's Kharar while the second was done in Rajasthan. The suspension came after the SIT found dereliction of duty on the part of the seven personnel. According to an order of the Punjab home secretary issued on Friday, SP Gursher Singh Sandhu, DSP Sammar Vaneet, sub-inspector Reena (CIA Kharar), sub-inspector Jagatpal Jangu, sub-inspector Shaganjit Singh, assistant sub-inspector Mukhtiar Singh and head constable Om Parkash have been suspended.

Punjab police registered the first case under the newly-introduced «organised crime» sections of the Bhartiya Nyay Sanhita, 2023 which attracts maximum punishment of life imprisonment. The interstate organised crime syndicate was booked under Section 111 of BNS, 2023 and the kingpin of the gang and four members were arrested from a flat in Mohali's Kharar, Punjab Police said on Monday. Under Section 111 of BNS, «If such offence has resulted in the death of any person, be punishable with death or imprisonment for life without the benefit of parole and shall also be liable to fine which shall not be less than Rs 10 lakh.» According to the Punjab police, the syndicate kingpin was identified as Jai Sharma alias Sukha Pistol Ambarsarya of Prem Nagar in Amritsar. Director General of Police (DGP) Gaurav Yadav said the four members are Nikhil Sharma alias Lala of Sandhu Colony in Amritsar, Moni of Kot Khalsa in Amritsar, and Arpit Thakur and Karan Sharma of Bilaspur district in Himachal Pradesh. Sukha Pistol has seven cases pertaining to the Arms Act, snatching and theft registered against him, Yadav said. Police seized two .32 bore pistols, three magazines and eight live rounds from them.
