Union Minister Arjun Ram Meghwal is expected to introduce the Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2024, which aims to reserve seats for Scheduled Tribes in Goa and rescind seats in the Legislative Assembly. «The Bill for enabling reservation of seats in accordance with article 332 of the Constitution for effective democratic participation of members of Scheduled Tribes and to provide for the readjustment of seats in the Legislative Assembly of the State of Goa, in so far as such readjustment is necessitated by inclusion of certain communities in the list of the Scheduled Tribes in the State of Goa and for matters connected therewith or incidental thereto, be taken into consideration,» the legislative business reads. Additionally, Union Minister Rajiv Pratap Rudy will introduce a Bill to amend the Mental Healthcare Act, 2017, and the Mental Healthcare (Amendment) Bill, 2024. Other key presentations include the Committee on Estimates' Sixth Report on promoting climate-resilient agriculture and the Standing Committee on Housing and Urban Affairs' Fifth Report on regional rapid transit systems.

SC raps WB school service commission, says intentionally covered up lapses
West Bengal School Service Commission (WBSSC) saying it «intentionally» covered up the lapses and illegalities in the appointment of 25,753 teachers and staffers in state-run and state-aided schools. The scathing remarks came from a bench of Chief Justice Sanjiv Khanna and Justice Sanjay Kumar in its judgement by which it annulled the appointment of 25,753 teachers and staffers. Authoring the judgement, the CJI said despite the factual background and the credible evidence indicating irregularities the «WBSSC initially did try and cover up the lapses and illegalities». The CJI went on, «The cover up itself has made the verification and ascertainment more difficult or rather impossible given the scale of camouflage and dressing up done at each stage. We are convinced that the entire selection process was intentionally compromised due to the illegalities involved.» The top court upheld the Calcutta High Court's findings on illegalities in the selection process on 17 counts. The high court said OMR sheets were destroyed without the scanned mirror images being preserved on the commission's server.

JD(U) and CM Nitish Kumar does not need to learn the definition of secularism from Congress,» he added. RJD MP Manoj Kumar Jha criticized the Waqf Bill, saying It violates the Constitution.

BoB to double down on retail in growth push
Bank of Baroda (BoB), India's second largest public sector lender by assets, is stepping up on retail loan growth with renewed focus on home loans, tie-ups with auto companies, and a fresh strategy to target corporate account employees with personal loans as it expects a 20% compound annual growth rate to continue at least for the next 3 years, executive director Sanjay Mudaliar said. The brisk pace in retail loans will mean the proportion of retail in its total loan book could increase to about 32% in the next three years from 27%. Home loans as a percentage of BoB's loan book are relatively lower at 51% compared to 55% for larger peer SBI. Mudaliar said early success in personal and auto loans meant the bank never stepped on the pedal on home loans but that is now changing. «We had an experience in home loans, but it was not scaled up to the extent we were looking for. Now with the personal loans coming under pressure, the bank is going slow on digital lending, and with the ups and downs in auto loans, the shift is happening towards home loans,» he said.

Rajiv Gauba as full-time member of NITI Aayog with immediate effect and Sanjay Kumar Mishra, the former head of Enforcement Directorate, as the full-time member of the Economic Advisory Council to the PM (EAC-PM). Both these appointments were notified on Tuesday. While Gauba is the retired 1982-batch IAS officer from the Jharkhand cadre who served as a cabinet secretary for five years from 2019 to 2024, Mishra is a 1984-batch Indian Revenue Service (IRS) officer from Uttar Pradesh. “NITI Aayog welcomes Shri Rajiv Gauba. His vast experience and excellence in public administration will be pivotal in spearheading policy-making and implementation,” the Aayog tweeted on Thursday. Gauba will join the league of four existing full-time members of the Aayog including VK Saraswat, VK Paul, Ramesh Chand and Arvind Virmani. While the prime minister is the chairman of the Aayog, Suman Bery is the vice chairman of the Ayog which was set up in 2015 replacing the erstwhile Planning Commission. With the appointment of Mishra, the EAC-PM will now have three full-time members, the other two being Sanjeev Sanyal and Shamika Ravi. The other part-time members of EAC-PM include Rakesh Mohan, Sajjid Chinoy, Neelkanth Mishra, Nilesh Shah, TT Ram Mohan and Poonam Gupta.

Shiv Sena (UBT) leader Sanjay Raut on Monday demanded that Maharashtra Chief Minister Devendra Fadnavis recover damages from Shiv Sainiks who vandalised the studio where stand-up comedian Kunal Kamra's show was shot. Speaking to reporters, Raut alleged that there was «gunda raj» (hooliganism) in the state capital and said Fadnavis was incapable of handling the home department. The Mumbai police have registered an FIR against Kamra for allegedly making defamatory remarks against Deputy Chief Minister Eknath Shinde during a show. The police also registered a case against nearly 40 Shiv Sena workers for allegedly vandalising the Habitat Studio in Mumbai's Khar area, where Kamra's show with «gaddar» (traitor) jibe at Shinde was filmed, and a hotel where the studio is located. The comedian taunted Shinde using a modified version of a Hindi song from the film «Dil To Pagal Hai», eliciting laughter from the audience. Raut said Kamra hadn't named anyone in the satire song and questioned the need for the agitated reaction.

Kunal Kamra controversy: Mumbai Police arrest 11 people of Shiv Sena Youth group for vandalism
Mumbai police arrested 11 members of the Yuva Sena, the youth faction of Eknath Shinde-led Shiv Sena on Monday for vandalising the Habitat comedy venue. The group was protesting against the alleged derogatory remarks made by standup comedian Kunal Kamra on his recent comedy special, 'Naya Bharat,' uploaded on Youtube. According to police, the youth group went inside the venue while a live show of comedian Rajat Sood was going on, forcing it to stop and vandalised it. Shiv Sena has strongly objected to the comments made by Kamra, meanwhile the Opposition alliance in Maharahstra has criticised the Mahayuti government for the «break down of law and order», which UBT's Arvind Sawant saying that every word spoken by Kamra is correct. Earlier, Officials had registered a FIR it under Sections 132, 189(2), 189(3), 190, 191(2), 324(5), 324(6), 223, 351(2), 352, 333, 37(1), and 135 of the Bharatiya Nyay Sanhita (BNS), 2023 and also under sections 37 (1) and 135 under the Maharashtra Police Act.
