Stuck with a 36-hour layover in Bangkok in December 2016, I made a wild decision: I contacted a Thai friend via Facebook whom I had met decades earlier, when I was studying abroad in my early 20s. Shortly after, Pim arrived at the airport bearing two flared glasses brimming with ice-cold martinis. We hustled onto a flight bound for Phuket, Thailand, and spent the next 24 hours beachside catching up on the past quarter-century.

The 3% fiscal deficit target: Is it sacrosanct? Irrespective of how the data is sliced, India’s public debt position is weak for a country of its size and potential. Of countries in the BBB category, India has the highest fiscal-deficit-to-GDP and the third-highest general-government-debt-to-GDP ratios. Waves Manufacturing Trade country Department rights Investigations Solar panel makers seek retroactive duties, citing import surge
The companies, in a filing disclosed Thursday, have asked the Commerce Department to apply the duties right away, amid a surge in imports from Vietnam and Thailand. An existing trade case already poses the risk of anti-dumping and countervailing duties, but the new filing raises the prospect of duties being imposed even before a final decision in the case. If imports have surged during a trade investigation, the government can determine that “critical circumstances” exist — a finding that paves the way for such retroactive tariffs. Companies importing panels and cells would need to post cash deposits while awaiting a final decision in the trade case.
