Draft funding norms out for offshore wind energy
viability gap funding (VGF) for 1,000 MW of offshore wind energy projects to be developed by the end of FY32 with an outlay of ₹6,853 crore. The contracts for the projects--to be developed off the coast of Gujarat and Tamil Nadu--will be awarded through international competitive bidding by the ministry of new and renewable energy through the Solar Energy Corporation of India. The outlay for the capacity addition was approved by the Cabinet in June. As per the proposed guidelines, the successful bidder or bidders will get to sign a power purchase agreement with a fixed tariff of ₹4.5 a unit for capacity in Gujarat and ₹4 a unit in Tamil Nadu. Bidders will be required to make technical and financial bids, and the lowest quoted VGF will get the highest capacity.

Government to inspect 100% quality tests by contractors under EPC mode of highway construction
road contractors, the ministry of road transport and highways have mandated 100% inspection check of quality tests undertaken by contractors in the engineering procurement and construction (EPC) mode of contract by authority engineer for all highway projects as well as for the request for proposal (RFP) document for consultancy services for such projects. This will apply to all road and bridge construction under EPC mode and will kick in for new projects. The EPC mode of contract gives the entire responsibility of design and construction to the contractor and therefore has a longer defect liability period cum maintenance period of 5-10 years. “Considering the current practices in highway projects and greater emphasis on meeting strength and serviceability requirements in respect of components of a highway project over respective design periods, modifications have been made to the model EPC agreement and RFP for consultancy services for authority’s engineer for supervision of EPC projects,” the ministry said in a notification on Thursday.

The basic sectoral stance that you have on IT is doubling down on a positive stance. What is making you so positive? Vibhor Singhal: Our stance on the IT sector has been positive for the past two years. We have maintained that the demand environment remains quite strong, which is visible in the deal flow that we have seen over the past two years, despite the macro headwinds the sector has witnessed. What was missing in the sector was the deal flow to revenue conversion, which of course had multiple points, two of them majorly being the new deals being awarded were delayed in execution and the older deals that were there in the pipeline of the companies, the discretionary part of that was being put on hold.
