Mining tax case: Odisha to get a Rs 1 lakh crore bounty from SC ruling. What about others?
Taking Odisha's dues into account, the total arrears for mineral-rich states since 2005 are expected to exceed the industry estimate of Rs 1.5 lakh crore. This figure includes financial impacts for both public sector undertakings, estimated at Rs 70,000 crore, and private industries. Starting in April 2026, Odisha will receive these pending dues in installments spread over 12 years. Additionally, the state will collect an annual tax of approximately Rs 12,000 crore under the Orissa Rural Infrastructure and Socio-Economic Development (ORISED) Act, 2004, according to government sources. Odisha enacted the ORISED Act in February 2005, but it was struck down by the Odisha High Court later that same year. However, the Supreme Court's recent verdict overturned the High Court's decision. This law permits Odisha to levy up to 20% of the annual value of mineral-bearing land. Tata Steel, in a July 31 exchange filing, disclosed that it would owe Rs 17,300 crore in mineral tax to Odisha under the Supreme Court's ruling.

People in power promoting divisive thinking: Congress Prez Kharge
Modi government on Independence Day by alleging that the ruling establishment was promoting divisive thinking and turning constitutional and institutional offices into «puppets», and said the Opposition was committed to protecting the Constitution. On Prime Minister Narendra Modi pitching for a Uniform Civil Code (UCC), Congress spokespeople said Modi terming the Hindu Code Bill as a «communal code» was like insulting Ambedkar's Constitution. They, however, skirted Ambedkar's advocacy for a UCC across communities and his pronouncements against the amendments brought in the Constituent Assembly to block application of the UCC in the Muslim community, thus limiting it as the Hindu Code. In his address at AICC's Independence Day function, Kharge also questioned RSS and Sangh Parivar's contribution to the freedom movement. «Instead of walking the path shown by them (freedom fighters), the rulers of today are encouraging divisive thinking. They mark 'Vibhajan Vibhishika Smriti Diwas' (Partition Horrors Remembrance Day) with the intention of spreading hatred. Those who did not participate in the Independence movement give advice to the Congress party and without any contribution want to get counted among the martyrs,» he said.

A California bill to regulate AI causes alarm in Silicon Valley
California bill that could impose restrictions on artificial intelligence has tech companies, investors and activists scrambling to explain what the first-of-its-kind legislation could mean for their industry in the state. The bill is still winding its way through the state capital in Sacramento. It is expected to reach the California state assembly appropriations committee on Thursday before facing a vote by the full assembly. If signed into law by Gov. Gavin Newsom, the bill would require companies to test the safety of powerful AI technologies before releasing them to the public. It would also allow California's attorney general to sue companies if their technologies cause serious harm, such as mass property damage or human casualties.

Industry wants open discussion on fresh Broadcast Bill draft
MIB) to hold an open and transparent consultation process before it comes out with a fresh draft of the Broadcast Services Regulation Bill. The MIB has faced criticism for the opaque manner in which it circulated the second draft of the Broadcast Bill with certain stakeholders at the end July. The first draft of the bill, which was released in November 2023, was put up for public consultation; however, the comments were not made public. «We expect the MIB to hold a transparent consultation process and take the views of all the stakeholders, including bodies like the Editors Guild of India, before coming out with the fresh draft,» said Anant Nath, the president of the non-profit organisation of journalists.
