Assam cabinet recommends centre to withdraw Armed Forces Special Powers Act from the state
Armed Forces Special Powers Act (AFSPA) from the State. Assam Chief Minister Himanta Biswa Sarma daud that cabinet has taken historic decision and made a recommendation to the Central Government to withdraw Disturbed Areas Act and Armed Forces Special Powers Act (AFSPA) from the State. AFSPA has been there for long time now. Sarma recently met Union Home Minister Amit Shah and pleaded for complete withdrawal of the Armed Forces Special Powers Act (AFSPA) from the State. Sarma and Union Home Minister Shah discussed threadbare the roadmap for complete withdrawal of AFSPA from Assam. The Chief Minister cited the significant improvement in the law and order situation, surrendering of scores of underground cadres of extremist outfits with huge cache of arms and ammunition following signing of several peace accords and drastic fall in deaths of security personnel and civilians as reasons for complete lifting of AFSPA from Assam. The Union Home Minister put forth some suggestions to the Chief Minister to pave the way for complete withdrawal of AFSPA from Assam.

Centre notifies third phase of mandatory hallmarking of gold jewellery, artefacts
New Delhi: The central government on Friday notified the third phase of mandatory hallmarking of gold jewellery and artefacts, which will cover an additional 55 districts, taking the total number of districts covered under mandatory hallmarking at 343 across the country. "The third phase of the mandatory hallmarking will cover additional 55 new districts under the mandatory hallmarking system, wherein a hallmarking centre has been setup post implementation of the second phase of the mandatory hallmarking order thereby making the total number of districts covered under mandatory hallmarking as 343," Ministry of Consumer Affairs, Food & Public Distribution said in a statement.

Manipur govt deputes specialist doctors and other health workers at Foreigners Detention Centre
Manipur Human Rights Commission (MHRC), Manipur government has taken steps to depute specialist doctors and other health workers at the Foreigners Detention Centre, Sajiwa (Imphal) where 136 foreigners, mostly Myanmarese, have been lodged. MHRC Chairperson Justice (Retd) Utpalendu Bikas Saha recently visited the place. After the visit to the Superintendent Manipur Central Jail, Sajiwa requested the Director of Manipur Health Services to depute two medical officers, one gynaecologist, two male and two female nurses, a pharmacist and a medical attendant at Foreigners Detention Centre, Sajiwa. The Foreigners Detention Centre, Sajiwa was set up on February 16 this year and presently 136 foreigners, mostly Myanmar nationals, including 24 women and 6 minors are lodged in the Centre. The Central Jail Superintendent in his letter to the Health Director said that recently, the Chairperson of MHRC on his visit to this Detention Centre expressed his dissatisfaction with the health care facilities being provided to the inmates at the Detention Centre, specially unavailability specialist Gynaecologist. Presently, two lady medical officers and one lady staff nurse are posted at the center.

Anant Raj to invest Rs 10,000 crore for 300 MW data centre
real estate developer Anant Raj Limited plans to develop 300 MW data centre buildings with a total investment of ₹10,000 crore in the next few years, said its managing director Amit Sarin. Having previously constructed three IT buildings in Manesar, Rai and Panchkula in Haryana, the company is presently in the process of transforming these structures into data centres, he told ET. «The three projects possess the potential to accommodate 300 MW of data, and we benefit from having pre-existing structures that simply need to be adapted to meet the specifications essential for a data centre. The initial phase of Manesar Park is ready with a 21 MW capacity, and the complete project is designed for a total capacity of 50 MW,» said Sarin. Industry experts have projected a demand for about 20 million square feet of data centre space across key cities in the next four-five years. Anant Raj holds 1.2 million square feet in Manesar on a 10-acre site, 2.1 million square feet on a 25-acre plot in Rai (with the possibility of doubling capacity) and 500,000 square feet on a 10-acre land in Panchkula (with expansion options). «In Manesar, we have the potential to reach 50 MW, while Rai can accommodate a 200 MW data centre.

Centre spent Rs 2,400 crore more than what it raised via green bonds
green projects in 2022-23, higher than its mop-up of ₹16,000 crore through sovereign green bonds when it had floated such papers for the first time, a senior official said citing the latest estimate. According to the expenditure plan prepared by the finance ministry for the current financial year, the funds raised through such bonds will be used to finance green projects worth ₹23,764 crore, he said. Given that the funds raised will have to be used strictly for green projects, the spending will be kept higher than the actual borrowing to assuage any apprehensions about potential misuse of such funds, officials had told ET earlier. The government could borrow ₹20,000-22,000 crore through such green bonds in this financial year, they had said. To be sure, the government's overall annual budgetary spending on green projects cutting across sectors would be way above this level. But such expenditures are not strictly segregated and classified on the basis of the environment-friendly nature of the projects. However, since the government raised funds via green bonds last fiscal, it had to formally identify certain green projects to be funded by such proceeds.
