Rajasthan CM Gehlot blames Centre for Kota airport construction delays
Gehlot on Thursday blamed the Centre for delays in construction of the proposed greenfield airport in Kota. He also accused Lok Sabha Speaker and local MP Om Birla of not playing a positive role for the airport's development for fear of the credit going to the state's Congress government. Gehlot on Thursday inspected the site of the proposed Kota greenfield airport in Shambupura village of Bundi district and discussed the progress of the work with officials. Claiming that the state government is committed to building the airport, Gehlot said the Urban Improvement Trust (Kota) transferred 34 hectares to the Airports Authority of India for free.

Centre notifies setting up of 31 state benches of GST Appellate Tribunal
GST Appellate Tribunal Centre announced for 28 states and eight union territories. As per data, currently, only 40 per cent of the corporate income taxpayer base is also registered under GST. As many as 1.39 crore businesses are registered under GST, almost double of the number when GST was launched six years ago on July 1, 2017. Goods and Services Tax (GST) revenue buoyancy, which was 1.25 after introduction of the indirect tax regime in 2017, has risen to 1.40 in the last two years. Average monthly GST revenue increased from Rs 89,885 crore in 2017-18 to Rs 1.50 lakh crore in 2022-23.

Nipah outbreak: Centre sends teams to Kerala with lab units
New Delhi: In view of Nipah virus outbreak in Kerala, the Union minister of state (health) Bharati Pravin Pawar reviewed the steps taken by the Centre and the state governments to contain the spread of the virus. She visited the ICMR’s National Institute of Virology (NIV) Pune to discuss the matter with the scientists who are closely monitoring the situation. The Central government has deputed a high-level team from NIV with mobile units equipped with BSL-3 laboratories to Kerala’s Kozhikode to conduct on-ground testing.

Karnataka declares 195 taluks drought-hit, to seek relief from Centre
Karnataka on Thursday announced four-fifths of the state as drought hit – categorising most of them as severe – as Chief Minister Siddaramaiah began the first year of his second innings battling a severe scarcity of water. The declaration for the next six months has been done in accordance with the Centre’s guidelines on the subject, and the state would soon submit a memorandum to the union government seeking assistance, Siddaramaiah told the media. Karnataka has 236 taluks across 31 districts, and the government has declared 195 of them drought-hit, including 161 of them as severely drought-hit. A detailed order by the government said, Karnataka received 56% less rainfall than normal in June and 73% less in August, which was also the lowest in 125 years. Only in July did the state receive 29% excess rainfall than normal.

Centre approves incentive for exploring critical minerals
Mines Ministry on Tuesday approved a 25% (of the approved cost) incentive for exploration of critical minerals in the country. In a post on social media, Mines Minister Prahlad Joshi said, «This incentive will be provided through National Mineral Exploration Trust and will help in the discovery of critical minerals in the country.» Exploration agencies from both public and private sectors can avail this financial incentive on successful discovery of critical minerals in the projects, Joshi added. This move is in line with recently approved amendments to the Mines and Minerals (Development and Regulation) Act, 1957.

SC junks PIL seeking cancellation of Centre's relief to stressed telcos from paying statutory dues
Supreme Court has dismissed a PIL seeking cancellation of Centre's decision of September 15, 2021 to grant relief to the stressed telecom sector from paying statutory dues, saying these are all matters of policy and decision-making is on the basis of experts' opinion. In a breather to telecom service providers struggling to pay Rs 93,520 crore of Adjusted Gross Revenue (AGR) related dues, the top court on September 1, 2020 gave them a 10-year period to clear their outstanding amount to the government. A bench of Justices B V Nagarathna and Ujjal Bhuyan said that no doubt, the apex court by its judgment had issued certain directions with regard to the telecom sector but in the backdrop of the COVID-19 challenges, with huge surge in data consumption, online education, work from home, etc., reform measures were found necessary to boost the proliferation and penetration of broadband and telecom connectivity. «In our view, these are all matters of policy and decision-making which is on the basis of experts' opinion and on emerging situations and exigencies, to be made in the interest of the welfare of the people of India having serious technical and financial implications and, therefore, have to be in public interest. »Hence, we do not think such Cabinet decisions could be lightly interfered with by a Court of law in the absence of there being any particulars or materials brought to the notice of the Court assailing the Cabinet decisions, as being unconstitutional or arbitrary in nature or contrary to law," the bench said.
