sugar stocks and trades to avoid hoardings, the government on Thursday issued orders to mandatory disclose the stock position of sugar for traders, wholesaler, retailer, big Chain Retailer and processors of sugar on its portal (esugar.nic.in) of Department of Food and Public Distribution on every Monday of the week. «This mandatory weekly stock disclosure for these entities is another proactive step in the Government of India's efforts to maintain a balanced and fair sugar market. By preventing hoarding and speculation, GoI is aiming to ensure that sugar remains affordable for all consumers.

Centre won't implement Women's Reservation Bill, says Bihar CM Nitish Kumar
Women's Reservation Bill, Bihar chief minister Nitish Kumar alleged on Wednesday that the BJP-led central government will not implement the bill and that they have taken it forward only to gain political advantage in the elections. «They will not implement the bill; if they wanted to do so, they would have done it earlier,» he said. «Women's Reservation is necessary and we have been demanding it since the beginning… They will not implement it. We have told them to do a caste-based census, we have demanded this,» Bihar CM said while talking to the reporters in Patna. Discussion for passing of the Bill in the House began today at 11 with Union Law Minister Arjun Ram Meghwal introducing the amendments in the Bill. The Bill will be taken up in Rajya Sabha on September 21, government sources said. Meanwhile, seeking immediate implementation of the Women's Reservation Bill, Congress Parliamentary Party Chairperson Sonia Gandhi extended her party's support to the «Nari Shakti Vandan Adhiniyam 2023» Bill. «A delay in the implementation of the bill is a gross unfairness to the women of the country,» she said, adding, «I stand in support of Nari Shakti Vandan Adhinyam 2023.

International Trade Centre begins work on G20 MSME portal
International Trade Centre (ITC), a United Nations-WTO joint venture, has begun work on developing a prototype of Global Trade Helpdesk to enhance information access for small businesses in line with the G20 plan for trade endorsed at the New Delhi summit, Pamela Coke Hamilton, its executive director, told ET. The ‘Jaipur Call for Action’ under India’s G20 presidency has roped in Geneva-based ITC for “appropriate, aggregated, trade-related information relevant for MSMEs (micro, small and medium enterprises)” available on a single portal and a non-exhaustive list of links to relevant government websites for MSMEs. The New Delhi declaration adopted last week by the G20 leaders had endorsed the proposal. “We will have an initial report on the Global Trade Helpdesk for members next year – to be shared at our annual meeting of stakeholders – and the plan is to work towards building a prototype,” Coke Hamilton said in an interview to ET.

Supreme Court has said, asking the Centre if there are ways the benefits of schemes, including PM Cares fund, which were meant for children orphaned during the COVID-19 pandemic, can be extended to all orphans. A bench of Chief Justice DY Chandrachud and Justices JB Pardiwala and Manoj Misra on Friday asked Additional Solicitor General Vikramjeet Banerjee, appearing for Centre, to seek instructions in the matter. «You have rightly brought out a policy for orphans, whose parents died due to the COVID pandemic. An orphan is an orphan, irrespective of whether the parents died in an accident or illness. By bringing these schemes, you are attending to the condition and not the parentage. »You seek an instruction on whether benefits of schemes including PM Cares fund meant for children orphaned during the COVID-19 pandemic can be extended to other orphaned children," the bench told Banerjee. The ASG said he was recently given a brief to appear in the matter and would respond to the court's query in four weeks' time.

Centre appoints Rahul Navin as acting director of Enforcement Directorate
Rahul Navin, special director, Enforcement Directorate has been appointed as the acting director of the ED as SK Mishra’s tenure ended on Friday. A 1993-batch IRS officer, Navin was appointed as Special Director in the Enforcement Directorate in November 2020. He has been working as an Officer on Special Duty at the Enforcement Directorate, since November 2019. Earlier, Navin worked as an Additional Director and Course Director, 63rd Batch of the Indian Revenue Service. In July, the Supreme Court had allowed the extension of Enforcement Directorate Director Sanjay Kumar Mishra's tenure until September 15 and made clear to the centre that there will be no more extension in Mishra's tenure. The top court had on July 11 held as «illegal» two successive extensions of one year each granted to Mishra and said the Centre's orders were in «breach» of its mandamus in the 2021 verdict that the IRS officer should not be given further term. It had also curtailed Mishra's extended tenure to July 31 from November. Mishra was first appointed the ED director for two years on November 19, 2018.

Centre increases windfall tax on petroleum crude
windfall tax on petroleum crude to 10,000 rupees per tonne from 6,700 rupees per tonne, according to a government notification. The increase will come into effect from September 16. The government has cut the windfall tax on aviation turbine fuel to 3.50 rupees per litre from 4 rupees per litre. Two weeks ago, the Centre had cut the windfall tax or special additional excise duty on petroleum crude to Rs 6,700 per metric ton from Rs 7,100. The tax rates are reviewed every fortnight based on average oil prices in the previous two weeks. India first imposed windfall profit taxes on July 1 last year, joining a growing number of nations that tax supernormal profits of energy companies. The government levies tax on windfall profits made by oil producers on any price they get above a threshold of $75 per barrel.
