The CJI constituted the three-member panel after the Delhi High Court Chief Justice Devendra Kumar Upadhyaya in his report dated March 21 and made public on Saturday evening called for a «deeper probe» into the allegations. The three-member inquiry committee formed by the CJI consists of Justices Sheel Nagu (Chief Justice of the Punjab and Haryana High Court), G S Sandhawalia (Chief Justice of the Himachal Pradesh High Court) and Karnataka High Court judge Anu Sivaraman. However, no timeline has been fixed for the inquiry committee to conclude the probe.

The states which have effectively implemented the population control programme and consequently whose population share has come down, should not be penalised and the Centre must enact necessary constitutional amendments for this purpose. «The core committee consisting of Members of Parliament from the represented states will coordinate the parliamentary strategies to counter any attempts by the union government to undertake any delimitation exercise contrary to the principles mentioned above. The core committee of MPs shall submit a joint representation on the above lines to the Prime Minister of India during the ongoing Parliamentary session,» the resolution said.

Three locations have been identified for the project. The team is scheduled to visit the state between April 7 and 9, he said. Patil stated that the Karnataka State Industrial and Infrastructure Development Corporation (KSIIDC) has already paid a fee of Rs 1.21 crore to the AAI for the study. Two sites on Kanakapura Road and one on the Nelamangala-Kunigal Road have been shortlisted for the proposed airport.

Bhushan requested an urgent hearing of the matter, saying it goes to the root of democracy and the issue is covered by the 2023 Constitution bench verdict. Justice Kant said the court understands all these arguments but a lot of urgent matters are listed every day. «We will fix it on April 16, so that the matter is finally heard,» the bench said. Bhushan, appearing for petitioner NGO Association for Democratic Reforms, said the matter involved a short legal question — whether the 2023 Constitution bench verdict should be followed for the appointment of the CEC and ECs through a panel involving the prime minister, Leader of Opposition and the Chief Justice of India or the 2023 law, which excludes the CJI from the panel.
