According to the department's forecasts, some parts of Haryana, Chandigarh, Delhi and Uttar Pradesh will be enveloped in thick fog between 27th and 29th December, while some pockets of north Rajasthan and north Madhya Pradesh will see such conditions on 27 December. Fog is classified as dense when visibility is between 50 metres and 200 metres. The dense fog alert was also issued for isolated pockets of Odisha and Uttarakhand on 27th and 28th December. Other areas include Haryana, Chandigarh, Delhi and Uttar Pradesh (30th & 31st December); Assam, Meghalaya and Nagaland, Manipur, Mizoram and Tripura (27th-31st December). For Jammu and Kashmir, forecast is for dry weather along with moderate to dense fog (Central Kashmir, Pulwama and Baramulla till December 31).

mobile phone operators have called on the government to auction spectrum that would be used for direct-to-mobile (D2M) services in a technology neutral manner. The telcos petition comes in the wake of the government exploring a proposal to deliver broadcasting or TV content directly to mobile phones without a data connection and is considering reserving 526-582 MHz spectrum for such D2M services. But telcos say this spectrum is «precious» as they are already being identified by the International Telecommunication Union (ITU) for mobility services. «This spectrum needs to be assigned through auctions in a technology neutral manner. The successful bidders should be able to deploy this spectrum either for broadcasting (D2M) or IMT (mobility services) or both as per the requirement and under the terms of their service licence,» industry body Cellular Operators Association of India (COAI) submitted on behalf of the telcos. All the three private operators in India — Reliance Jio, Bharti Airtel and Vodafone Idea — are the core members of COAI.

It noted that although higher tax and non-tax revenue collections may offset the shortfall in divestment earnings, a likely second supplementary demand for grants will upset fiscal calculations, pushing the deficit to 6% of GDP. “Higher-than-budgeted revenue expenditure triggered through the first and likely second supplementary demand for grants in combination with lower-than-budgeted nominal GDP will push the fiscal deficit to 6.0% of GDP, 10bp higher than budgeted 5.9%,” said Ind-Ra researchers. The government recently brought in one supplementary demand for grant of Rs 58,380 crore to cover higher spending on fertiliser subsidy and Mahatma Gandhi National Rural Employment Guarantee Programme. “Through the first supplementary demand the union government will spend more on prioritised areas/sectors such as food, fertiliser and LPG subsidy and National Rural Employment Guarantee Scheme,” Ind-Ra said. The government is expected to spend Rs 57,360 crore on fertiliser subsidy compared with Rs 44,000 crore budgeted earlier.
