Patna High Court L Narasimha Reddy on Tuesday withdrew from the one-man Commission of Inquiry set up by the Telangana government to look into the role of ex-chief minister K Chandrasekhar Rao in alleged irregularities in the power sector during his tenure. The top court, which was hearing the plea of the former Telangana chief minister alleging bias against the head of the inquiry panel, was informed by the counsel of Justice (retd) Reddy that he does not want to be part of the commission. A Supreme Court bench comprising Chief Justice of India D Y Chandrachud, Justice J B Pardiwala and Justice Manoj Misra took note of the submission and permitted the Congress-led state government to substitute Justice (retd) Reddy in the Commission of Inquiry.

Delhi High Court has allowed a 31-year-old woman to undergo medical termination of her pregnancy of over 32 weeks due to the foetus's abnormalities, which posed a substantial risk of physical and mental handicap. Justice Sanjeev Narula, allowing the woman's plea seeking permission to undergo an abortion, said the continuation of the pregnancy poses a significant risk to the petitioner's physical and mental health and is likely to result in the birth of a child with severe health issues. The judge, following a report given by the doctors of AIIMS, concluded that permitting the termination of the pregnancy was in the best interest of both the petitioner and the foetus. «In the opinion of the court, the diagnosis in the present case clearly qualifies as substantial foetal abnormality with substantial risk of physical and mental handicap,» the court said in its order passed on July 13.

In a post on X, Congress general secretary in-charge communications Jairam Ramesh said, «In the last ten years many Bills have been bulldozed through Parliament by having them declared 'Money Bills' under Article 110 of the Constitution. A good example of this is the Aadhar Act of 2016.» «I had challenged its declaration as a money bill in the Supreme Court, and in his dissenting judgment then the present CJI had called this declaration as a 'fraud on the Constitution'. I had challenged other instances as well,» Ramesh said.

A bench of Justices Hrishikesh Roy and SVN Bhatti agreed to consider listing the matter after advocate Vishnu Shankar Jain, appearing for the Hindu petitioners, submitted that the ASI has already filed its report.

The notification did not in any sense alter the balance of powers as enshrined in the law, which has been passed by Parliament and upheld by the Supreme Court, they said. The amendments came into force on July 12, the date of the publication in the Official Gazette — a move in anticipation of the speculated assembly election in J&K, Officials said the decision is in line with the other union territories. As per section 32 of the Act, the legislative assembly may make laws with respect to any of the matters enumerated in the state list, except the «police» and «public order», or the concurrent list in the Seventh Schedule to the Constitution of India.

Addressing the third convocation of Ram Manohar Lohia National Law University, Lucknow, Justice DY Chandrachud underscored the importance of imparting legal education in «easy language», asserting that it is currently a shortcoming in the legal profession. Citing an analysis done by the research department of the Supreme Court on 81 universities and colleges, the CJI said, «It was found that common people experience hurdles in understanding their rights and schemes meant for them as they do not know English.» «This means that in law universities, legal education is imparted English, and many times, students at legal aid centres are not able explain legal procedures to the common people in regional languages,» he said.

Separately, a technical team is working on a dedicated online portal for electronic filing of appeals, officials said, adding that the portal will be ready by September.
