Reserve Bank of India (RBI) to give some relief to mainstream banks and development financiers on downstream loan-linked Alternative Investment Fund (AIF) exposures, which they were required to either liquidate by later this week or totally provide for in compliance with the central bank’s December 19 prudential directive. Non-banking financial companies (NBFC), however, are unlikely to be provided any relief by the RBI, with industry sources saying the primary goal of the original directive was to de-risk AIF exposures of NBFCs with downstream loan relationships with AIF beneficiaries, and prevent potential evergreening of doubtful advances to struggling corporates. “The RBI is unlikely to provide NBFCs exemptions on compliance, but banks and other financial institutions are likely to get relief,” said a banking industry source close to the development. January 18 is the liquidation deadline for under-scanner AIF exposures by banks, NBFCs, and development financial institutions (DFI), which primarily advance funds to MSMEs. A spokesperson at the RBI did not respond to ET’s requests for comment. The entities to be connected include the National Company Law Tribunal (NCLT), the Insolvency and Bankruptcy Board of India (IBBI), credit information providers, lenders, distressed businesses ending up in tribunals, and insolvency professionals. National E-Governance Services Ltd (NeSL), India’s first agency registered under IBBI to provide legal evidence on debt to creditors and tribunals, will also be part of this IT network.

Telecom operators have sought a reassessment of the government’s draft policy around establishing direct-to-mobile (D2M) networks to ensure a level-playing field, and have warned of the possibility of regulatory arbitrage if such a policy is implemented hurriedly. The government is exploring a proposal for D2M networks that will enable beaming of TV channels on mobiles without a cellular data connection. Telcos have been opposing any hasty decision as the technology is still immature. “It’s crucial to ensure that any D2M service implementation aligns with national legal and technical standards and does not result in regulatory arbitrage in providing the content services on mobile handsets,” the Cellular Operators Association of India (COAI), which represents Reliance Jio, Bharti Airtel and Vodafone Idea, said in a statement Monday. The telco industry body has called for a re-evaluation of aspects around level-playing field, spectrum allocation, network integration and regulatory /cost arbitrage.
