Telecom operators are resisting the Department of Telecommunications' (DoT) decision to migrate to an authorisation regime, asking for the current practice of entering into contractual agreements with licensed entities to be kept in place. They said the current approach is vital in maintaining regulatory certainty, protecting existing investments and ensuring sustained investment growth in the sector. The telecom operators, through a letter from the Cellular Operators Association of India (COAI) to the telecom secretary Neeraj Mittal, cited examples of the ministries of coal and petroleum and natural gas which grants licenses to successful bidders in their respective fields that are contractual in nature.

Syria's 5-year transition to hinge on Islamic law
Syria kept a central role for Islamic law in a constitutional declaration issued on Thursday which guarantees women's rights and freedom of expression during a five-year transitional period, according to a summary read on TV. The declaration is designed to serve as the foundation for the interim period being led by President Ahmed al-Sharaa, a Sunni Islamist who spearheaded a lightning offensive that toppled Bashar al-Assad from power in December. Islamic jurisprudence will be «the main source» of legislation, according to the summary read out during the signing ceremony. That seemed to differ from the previous constitution which called it «a main source» of legislation. «We have kept Islamic jurisprudence as the primary source of legislation among sources of legislation,» said the summary, read out by a member of the committee which drafted the declaration. Sharaa had appointed the panel less than two weeks ago. Sharaa, who has promised to run Syria in an inclusive way, has been grappling with the biggest test of his leadership in the wake of a wave of sectarian killing in the coastal region, blamed on fighters aligned with his government.

Siddaramaiah, in a letter to the TN CM on Thursday, said his March 7 letter “raises very important issues of autonomy of States which have serious implications on the principles governing our polity. Particularly the issues of delimitation of the Parliamentary and Assembly Constituencies based on new population benchmarks. These issues have to be discussed at length by the like minded states.” He added he wished to participate in the meeting but was not able to do so in view of his prior commitments and Shivakumar will represent Karnataka. “We remain committed to protecting federal principles and the rights of states,” the CM said in a post on X. «First JAC meeting in Chennai on March 22, 2025. Let us stand together not as separate political entities but as protectors of our people's future,» Stalin wrote in an earlier post on X. Congress and DMK are part of the INDI alliance, the political grouping that fought the BJP and its alliance in the Lok Sabha elections, last year.

The aid package for Ukraine involves artillery ammunition, «which is in great need right now,» said Finland's Defence Minister Antti Hakkanen as he signed a memorandum of understanding alongside his Ukrainian counterpart Rustem Umerov. Finland's Defence Ministry said other contents of the aid package would not be divulged at this time. Hakkanen said that Finland remains committed to supporting Ukraine and shares Kyiv's «view of the Russian threat in light of our historical experiences.» The areas of closer cooperation include information exchange, research and innovation, ammunition production, and defense industry projects in Finland and Ukraine, the ministry said. The minister said that the relationship was not a one-way street.
