Minimising outsourcing, online exams among measures contemplated by Centre's panel on exam reforms
outsourcing of staff and exam centres, holding maximum entrance exams online and capping the number of attempts in major entrances are among the measures being contemplated by a high-level panel set up by the Centre to review functioning of National Testing Agency (NTA). The Centre had on October 21 sought two weeks time from the Supreme Court to submit the final report of the panel led by former ISRO chief R Radhakrishnan. «The report is almost ready. Several recommendations are being made to streamline the functioning of NTA and the conduct of major entrance exams in the country,» a source said. Among the recommendations that the panel is likely to make are reducing offline exams or opting for hybrid exams where switching to online mode completely is not feasible; capping the number of attempts in major exams including medical entrance NEET and reducing the role of outsourced staff and centres to ensure sanctity of exams is not affected.

NCLT dismisses BEST's bid to be classified as secured creditor in Spark Green Energy insolvency
bankruptcy court has rejected Brihanmumbai Electric Supply and Transport (BEST) Undertaking’s application to direct the liquidator of Spark Green Energy (Satara) Ltd to categorise it as a secured financial creditor and also admit its claim of Rs 156 crore. The city-based public utility undertaking had approached the Mumbai bench of the National Company Law Tribunal (NCLT) after the liquidator of Spark Green Energy (Satara) rejected the company’s claim to admit the amount. “The respondent (liquidator) was fully justified in categorizing the appellant as an unsecured financial creditor, given that the charge was not registered with the registrar of companies,” said the division bench of Kuldip Kumar Kareer and a technical member Anil Raj Chellan in its order of October 25. “Therefore, no fault can be found with the impugned order passed by the respondent. Consequently, we reject the appellant's prayer to be considered and classified as a secured financial creditor of the corporate debtor.”

Geopolitical analysis, VIP onboard among criteria in new norms to check hoax bomb threats to flights
civil aviation security and intelligence agencies have been issued by the Bureau of Civil Aviation (BCAS) in view of the «evolving security challenges», especially the «emerging trend» of issuing hoax bomb threats through various social media platforms. In the past two weeks, more than 510 domestic and international flights have received bomb threats that later turned out to be hoaxes. The threats were issued mostly through anonymous handles on social media platform X. This has caused «major» operational and financial distress for the airlines. As per the current practice, a Bomb Threat Assessment Committee (BTAC) is convened at a designated airport to analyse a bomb or security threat issued against an airline, airport or any part of the aviation ecosystem that decides to declare it «specific» or serious or «non-specific» or hoax.

RBI's secret mission this Dhanteras brought back another 102 tonnes of gold from England
According to RBI’s latest foreign exchange reserves report, the central bank held 855 tonnes of gold as of the end of September, with over half, or 510.5 tonnes, now stored domestically. This development reflects a broader, ongoing effort by RBI and the Indian government to protect the nation’s gold reserves from potential risks abroad. Since September 2022, RBI has quietly brought back 214 tonnes of gold, driven by the need to safeguard holdings amid growing geopolitical uncertainties. Many officials within the government believe that housing gold in India is a safer approach during these uncertain times. In a carefully planned secret mission involving special flights and heightened security to move gold, RBI and government officials worked to ensure that information about the gold transfers did not leak out. The shipments required exemption from certain tax levies to facilitate the smooth movement of gold. Though the government is open to future shipments, officials indicate that no additional large-scale repatriations are planned for this year, ToI reported.
