Trade unions demand govt expedite rescue operations at Silkyara Tunnel
Silkyara tunnel be expedited to save the workers and called for a detailed probe into the incident while reiterating its demand to withdraw the Code on Occupational Safety, Health and Working Conditions, 2020. “There should be a thorough probe into the laxity at any level, right from tendering to various other stages of work of the tunnel,” the trade unions said in a joint letter. The 10 unions include Congress-backed INTUC, AITUC of the Communist Party, HMS, CITU, AIUTUC, TUCC, Sewa, Aicctu, LPF and UTUC along with independent sectoral federations and associations. “We demand the Occupational Safety and Health Code, based on the premise of ‘ease of doing business’, be withdrawn forthwith, which weakens whatever safety measures exist at present, rather pushes the workers out of the safety net,” it said. The trade unions demanded that the government ratify the ILO conventions about health and safety, which have been brought under Fundamental Principles of Rights at Work by ILO in its session in 2022. “We demand that all the four codes, including the Code on OSH, be withdrawn and the Indian Labour Conference should be held at the earliest to address the workers’ concerns on codification of laws,” it said in a statement. The road transport and highways secretary Anurag Jain said on Tuesday that the government hopes to rescue the trapped workers in 72 hours if the horizontal drilling of the tunnel, resumed on Tuesday, is successful. 41 workers got trapped after a portion of the tunnel under construction between Silkyara and Dandalgaon on the Brahmakhal-Yamunotri national highway collapsed on November 12. Divergence of opinions by different HCs: SC admits IBBI petition
Supreme Court on Tuesday allowed the Insolvency and Bankruptcy Board of India (IBBI) petition and transferred to the Bombay High Court various petitions pending before the high courts of Delhi and Madhya Pradesh. This was done after the IBBI pleaded that such transfer either to the apex court or to any of the HCs was necessary to avoid multiplicity of proceedings and confusion caused by possible divergence of opinions by different HCs. The three petitions pending before the HCs of Bombay, Delhi and Madhya Pradesh have challenged the vires of the Regulation 31 A of the Insolvency and Bankruptcy Board of India (Insolvency Resolution process for Corporate Persons) Regulations, 2016 by questioning the powers of the board to issue sub-ordinate legislation. The Fifth amendment to the CIRP Regulations, which was notified on September 20, 2022 and came into force from October 10, last year, had inserted the provision relating to the payment of regulatory fees to IBBI under the Regulation 31(ba) read with Regulation 31A of the CIRP Regulation.

Manipur: MBBS students stage protest after being debarred from appearing in exam
Guwahati: Phase-1 MBBS students with 27 displaced and another 6 non displaced students' of the Churachandpur Medical College (CMC) protested as they are debarred from appearing in their first year examination which commences on Tuesday. The 27 MBBS displaced tribal students have filled up their examination forms, admit cards and deposit their examination fees besides submitting copies for payment of fees through the deputy commissioner (DC) Churachandpur. They were informed that their admit cards and other examination materials were sent only to 6 (six) MBBS students and rest of the displaced students' were excluded .The students feel hurt because their fellow displaced students from Churachandpur Medical College were allowed to continue their studies at JNIMS centre uninterrupted but no such arrangement were made. The emergency shutdown for 48 hours following the killing of Kuki-Zo in an ambush on Monday in Manipur's Kangpokpi district witnessed stringent enforcement in the whole of Kangpokpi. The emergency total shutdown imposed by the top Kuki-Zo tribal body, the Committee on Tribal Unity, Sadar Hills Kangpokpi will culminate at 6:00 p.m. on November 22. Volunteers were seen along National Highway 2 strictly enforcing the total shutdown.
