Supreme Court refuses to stay ongoing delimitation of Lok Sabha, assembly seats in Assam
Supreme Court on Monday refused to stay the ongoing delimitation of Assam's 14 Lok Sabha and 126 assembly seats by the Election Commission and sought the response of the Centre and the poll panel on a batch of petitions on the issue. A bench of Chief Justice D Y Chandrachud and Justices J B Pardiwala and Manoj Misra, however, agreed to examine the constitutional validity of Section 8A of the Representation of the People Act, 1950 empowering the Election Commission to undertake the delimitation of constituencies. «At this stage when delimitation has commenced, having due regard to issuance of the draft proposal on June 20, 2023, it would not be proper to interdict the process at this stage. Hence while reserving the constitutional challenge, we are not issuing any orders restraining the Election Commission to take any further steps,» the bench said in its order. The top court sought the replies of the Centre, the Election Commission and the Assam government on three petitions in three weeks and said the petitioners can file their rejoinders in two weeks after that. The bench took note of the submissions of senior advocate Kapil Sibal, who was appearing for the political parties which have filed the petitions, that now all states will follow suit and take steps since the way has been cleared for the delimitation exercise for states like Arunachal Pradesh and Nagaland. «We will list this immediately after the Delhi services ordinance case,» the CJI said.

Funding in the Indian fintech sector dropped 67% on year during the first half of 2023, an industry report released on Monday by market intelligence platform Tracxn said. In the first six months of 2023, Indian fintechs raised $1.4 billion, a significant drop from $4.3 billion in the same period last year. Transactions in ONDC seeing growth across the board
Open Network for Digital Commerce (ONDC) has been seeing an increase in transactions across the board, says ONDC Chief Business Officer, Shireesh Joshi. He added that while the exact numbers couldn't be revealed, the volume of orders for the brands that have joined the network has been increasing since January. ET recently reported that a study done by the Industrial Credit and Investment Corporation of India (ICCI) services financial firm showed that daily transactions in the network would scale up to 200,000 from the present 80,000 by December.

National policy on menstrual hygiene: SC warns states and UTs if they fail to submit response
Supreme Court Monday warned the states, which are yet to submit their response to the Centre on forming a uniform national policy on menstrual hygiene for girls studying in schools, it will take recourse to the «coercive arm of law» if they failed to do so by August 31. The warning came after the Centre informed the apex court it has so far received the response of only four states. A bench headed by Chief Justice D Y Chandrachud directed the states and Union Territories (UTs), which have failed to submit their responses, to do so positively by August 31. «The states which are in default are placed on notice that should there be any further default, this court will be constrained to take recourse to the coercive arm of law,» said the bench, also comprising Justices J B Pardiwala and Manoj Misra. Additional Solicitor General Aishwarya Bhati, appearing for the Centre, told the bench the central government has so far received inputs from only four states — Haryana, Delhi, West Bengal and Uttar Pradesh. The apex court had on April 10 asked the Centre to prepare a Standard Operating Procedure (SOPs) and formulate a national model to be adopted by all states and UTs for managing the menstrual hygiene of girls studying in schools.
