Courts
States seek more time for standard rates at hospitals
States and Union Territories have sought more time and wider consultations with all stakeholders including private hospitals, to proceed further on the Supreme Court's February directive to the Central government to work out standard rates for medical procedures and services, according to an affidavit the government filed in the apex court Monday. The Supreme Court on Monday agreed to hear a plea by an association of doctors and hospitals that questioned the government's move to prescribe rates for all hospitals. The matter is slated for hearing on September 10. In response to a public interest litigation filed by an NGO, the apex court had directed the Central government to come up with a concrete proposal specifying standard rates, in consultation with states. The court had warned of applying Central Government Health Scheme rates for treatment services at private facilities until standardised rates were set.

The Reserve Bank of India’s (RBI) working paper, Equity Markets and Monetary Policy Surprises, March 2024, is yet another attempt to make sense of the unfathomable ways of equity markets. This time, from the perspective of monetary policy; in particular, market expectations of the future path of policy and the impact of central bank communication and surprises on markets. Over the years, economists, financial wizards and others have tried to explain why stock markets behave the way they do.

Tatas to speed up Air India-Vistara merger
Tata Sons is rushing to complete the integration of Air India and Vistara and operate as a single airline by the end of this year, people familiar with the matter said. They added that both the airlines have approached the civil aviation regulator and started working on merging their operations manuals and transfer of flying crew from one airline to the other. The merger is an effort by the salt-to-steel conglomerate to simplify its aviation business. As part of that, while Air India and Vistara will be merged to create a full service airline, AirAsia India and Air India Express have been integrated to create a single low-cost airline.

Tesla soars 12% on tentative approval for driving system in China
Elon Musk’s quick visit to China paid immediate dividends, with Tesla Inc. receiving in-principle approval from government officials to deploy its driver-assistance system in the world’s biggest auto market. The US carmaker was granted the approval under certain conditions, according to a person with knowledge of the matter, who asked not to be identified because details of all the criteria aren’t clear. Tesla did manage to clear two of the most important hurdles: reaching a mapping and navigation deal with Chinese tech giant Baidu Inc., and meeting requirements for how it handles data-security and privacy issues.

WhatsApp, take it easy, seek the law
WhatsApp cannot issue GoI — or any government, for that matter — a fait accompli over encryption. The right to privacy is by no means absolute in any system of law, and governments are well within their rights to seek with due process information for law enforcement. There can be debate over what constitutes due process, and how to go about satisfying its requirements. In these pursuits, law and technology need to come closer on the art of the possible. But absolute positions, such as threatening to stop services if forced to dilute encryption on occasion, can end up badly. Indian courts, unfortunately, have a long list of precedents that fetter fundamental rights. So, it would be better for everyone that things don't come to such a pass.
