PVM) stated that Assam chief minister Himanta Biswa Sarma asserting delimitation will protect indigenous people and that the Assam Accord, National Register of Citizens (NRC) and Clause 6 safeguards have failed is not only false, but also mischievous.Upamanyu Hazarika, Convenor PVM stated that the delimitation process and the draft delimitation of constituencies has been touted by the Chief Minister Sarma as a measure to safeguard the identity of the indigenous people of Assam as the Assam Accord and consequently NRC and Clause 6 of the Accord providing safeguards to the local population from becoming a minority under Bangladeshi influx has proven to be a failure. According to the Chief Minister, delimitation is the only measure to safeguard the identity of the local population from becoming a minority.
PVM added that this is completely false, without foundation for multiple reasons. Firstly, delimitation is always on the basis of population and three independent studies demonstrate that Bangladeshi migrants will become a majority in Assam between 2040 to 2051.
Delimitation which is on the basis of population can in no manner be a safeguard as existing constituencies will turn into Bangladeshi majority. Secondly, to assert that the Assam Accord, NRC and Clause 6 safeguards have failed is not only false, but also mischievous.
The body added that NRC has not failed as yet, though a large number of foreigners have been included in the NRC, however, proper re-verification of NRC will ensure exclusion of such foreigners. The outgoing chief coordinator of NRC has in a detailed report set out the manner in which NRC was subverted and the manner in which re-verification has to be carried out.
