Feeding animals is a common practice: It is a common practice in urban and rural areas to feed animals. The practice stems from traditions and in many households special rotis and rice are cooked to feed animals. As a result of this practice, animals like dogs, cats, and cows often settle or become regular visitors to places where humans settle.
We often see dogs, cows, and cats sitting outside houses to feed a piece of roti.
This noble habit becomes a problem when some animal attacks humans, who are not associated with feeding them, it becomes a problem. Recent incidents where dogs have attacked people have been a debate in several localities. Residents object to people feeding animals as they leave the place unclean and also because these animals settle in those areas.
What do laws suggest, what can be done? Unfortunately, many people who feed stray animals and even those who have domesticated animals are not aware of vaccination.
Animals should be vaccinated so that diseases that have a chance to spread from them to humans don’t happen. The Animal Welfare Board of India (AWBI) suggests establishing an Animal Birth Control (“ABC”) Monitoring Committee to receive complaints about dog bites/ nuisance. The work of the committee is to " obtain the records of post-bite treatment and devise a mitigation strategy to prevent further conflict including educating the community regarding dog bite prevention, counseling, designation of dog feeding spots and prioritizing ABC and a vaccination drive in the area."
