Union Budget 2025-26 has proposed further exemptions and reductions in customs duties on key minerals and capital goods, in a move to strengthen domestic manufacturing and the electric vehicle (EV) ecosystem.

Cobalt powder and waste, lithium-ion battery scrap, lead, zinc, and 12 other critical minerals will now be fully exempt from basic customs duty (BCD). The initiative aims to secure the availability of these essential materials for manufacturing in India, finance minister Nirmala Sitharaman said in her budget speech.
This builds on last year’s measures, which fully exempted BCD on 25 critical minerals unavailable domestically and reduced duties on two others.
“This will help secure their availability for manufacturing in India and promote more jobs for our youth,” she said.
Further, the government has added 35 new capital goods to the list of exempted capital goods for EV battery manufacturing and 28 for mobile phone battery production. These measures are expected to accelerate local lithium-ion battery manufacturing, benefiting both industries.
