China quietly recruits overseas chip talent as US tightens curbs
China sought to recruit elite foreign-trained scientists under a lavishly funded program that Washington viewed as a threat to US interests and technological supremacy. Two years after it stopped promoting the Thousand Talents Plan (TTP) amid US investigations of scientists, China quietly revived the initiative under a new name and format as part of a broader mission to accelerate its tech proficiency, according to three sources with knowledge of the matter and a Reuters review of over 500 government documents spanning 2019 to 2023. The revamped recruitment drive, reported in detail by Reuters for the first time, offers perks including home-purchase subsidies and typical signing bonuses of 3 to 5 million yuan, or $420,000 to $700,000, the three people told Reuters. China operates talent programs at various levels of government, targeting a mix of overseas Chinese and foreign experts. The primary replacement for TTP is a program called Qiming overseen by the Ministry of Industry and Information Technology, according to national and local policy documents, online recruitment advertisements and a person with direct knowledge of the matter who, as with others, spoke on the condition of anonymity because of the issue's sensitivity. The race to attract tech talent comes as President Xi Jinping emphasises China's need to achieve self-reliance in semiconductors in the face of US export curbs.

Enlarged BRICS
BRICS group of countries, comprising Brazil, Russia, India, China and South Africa, has agreed to admit Argentina, Egypt, Ethiopia, Iran, Saudi Arabia and the UAE as new members. Concerns of BRICS gradually turning into an anti-West club have increased ever since Russia’s invasion of Ukraine and its “no-limits" partnership with China, which had been especially keen to expand membership. The group’s potential influence over global geopolitics has gone up.

Satwik-Chirag duo enters quarters, Treesa and Gayatri bow out of World Championships
Satwiksairaj Rankireddy and Chirag Shetty stood one step away from another World Championships medal after reaching the quarterfinals with a three-game win over Indonesia's Leo Rolly Carnando and Daniel Marthin here on Thursday. The world number two pair, which had claimed a maiden bronze in the last edition, bounced back from a mid-game slump to outwit Carnando and Marthin, ranked 10th, 21-15 19-21 21-9 in the round of 16 match that lasted a little over an hour. The Commonwealth Games champions, who won four titles this season, will meet either 11th seeds Kim Astrup and Anders Skaarup Rasmussen from Denmark or Malaysian seventh seeded combination of Ong Yew Sin and Teo Ee Yi next. Earlier, the women's doubles pair of Treesa Jolly and Gayatri Gopichand, who reached the semifinals of the All England Championships in the last two editions, couldn't sustain the attack and went down 14-21 9-21 in 42 minutes against top seeded Chinese duo of Chen Qing Chen and Jia Yi Fan. It was only the second meeting between Gayatri-Treesa and the Chinese pair with the Indians having lost to the world number one Chinese team at the German Open last year. Chen and Jia are three-time gold medallists at the World Championships, won three BWF titles, and finished runner-up twice this season. Satwik and Chirag showed great anticipation and execution to dish out an attacking game. Chirag was simply superb with his interceptions as he glided through the court and punished any weak returns from their rivals. The Indian pairs had a slow start but Chirag and Satwik soon stepped up, bringing more discipline in their approach. The Indians rained down their cross court returns with Chirag patrolling the front court.

Arizona Labor Spat Signals Challenges for U.S. Chip Manufacturing
reliance on imported chips and strengthen domestic manufacturing to better compete with China. Meeting those goals will hinge not only on drawing the world’s biggest chip manufacturers to the U.S., but also recruiting and developing the technical expertise to build and operate the new plants. In Arizona, however, construction has been delayed by a shortage of skilled workers, TSMC says, and it is seeking to bring in workers from Taiwan to get construction back on track.
