Day after rejecting its proposal, farmers ask Centre to accept their demands
Centre accept their demands, including a legal guarantee on the minimum support price (MSP) for crops and farm loan waiver, and said they will head to Delhi on Wednesday. His statement came a day after the farmer leaders taking part in the «Delhi Chalo» agitation rejected the Centre's proposal for procuring pulses, maize and cotton at the MSP by government agencies for five years, saying it was not in favour of farmers. In the fourth round of talks with the farmer leaders on Sunday, a panel of three Union ministers proposed that government agencies would buy pulses, maize and cotton at the MSP for five years after entering into an agreement with farmers. The Samyukta Kisan Morcha (Non-Political) and the Kisan Mazdoor Morcha are spearheading the «Delhi Chalo» march.

Arvind Kejriwal skipped summons by the Enforcement Directorate for the sixth time, sources said that the in the agency claimed that the court has taken cognizance of a complaint by probe agency under Section 174 of the Indian Penal Code against the Aam Aadmi Party (AAP) chief. Section 174 pertains to not obeying a legal order to attend a certain place in person or by an agent. The complaint was filed against Kejriwal for intentionally disobeying the first three summons issued to him, sources said.

Serious constitutional crisis has arisen in Delhi, says CM Kejriwal
Delhi Chief Minister Arvind Kejriwal on Monday said a «serious constitutional crisis» has arisen in the national capital as officers are saying they will not work because of alleged «threats and pressure» from the BJP. This problem stems from Delhi not enjoying full statehood and the real power lies with the central government, which is led by a different party, and «that other party does not want that the elected government (of Delhi) does its work», he said during his address in the Delhi Assembly. Kejriwal also said the one-time settlement scheme to rectify water bills is being «obstructed» by some officers. The chief minister alleged that the officers are being threatened to block the one-time settlement scheme for correcting water bills because of pressure from the BJP.

Smog towers, cloud seeding not solution to India's air pollution problem: US scientist
India requires long-term effort, a senior US scientist has said and noted cost-intensive technologies such as smog towers and cloud seeding are not sustainable solutions to the pollution problem plaguing the country. In an interview with PTI, Richard Peltier, a member of the World Health Organization's (WHO) Global Air Pollution and Health Technical Advisory Group, said there is a good understanding that air pollution is «really quite bad» across India but precision is lacking due to the limited distribution of air pollution monitors. When asked how much time is needed to control air pollution in cities such as Delhi, he cited the example of the US. The US implemented the Clean Air Act in the 1960s, Peltier said and added only recently has the country developed air quality that is generally considered good.
